                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 26 SEPTEMBER 2006
      DOCKET NUMBER: AR20050017831

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Ms. Deborah L. Brantley | |Senior Analyst |

The following members, a quorum, were present:

| |Ms. Marla Troup | |Chairperson |
| |Mr. Chester Damian | |Member |
| |Mr. Edward Montgomery | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests that her records be corrected to reflect award
of a Meritorious Service Medal and the Iraq Campaign Medal.

2. The applicant states her retirement award was not completed until after
she had out processed and that she recently became aware of the new Iraq
Campaign Medal for service in Iraq.

3. The applicant provides a copy of documents confirming her award of the
Meritorious Service Medal.

CONSIDERATION OF EVIDENCE:

1. Records available to the Board indicate the applicant entered active
duty on
1 September 1981 and served continuously until her retirement for length of
service in March 2005

2. The applicant served in Iraq between May 2003 and February 2004. Her
separation document indicates she was awarded the Global War on Terrorism
Expeditionary Medal in recognition of that service. On 8 September 2006
the applicant was advised that Soldiers were not entitled to both the
Global War on Terrorism Expeditionary Medal and the Iraq Campaign Medal
based on the same period of service, but could give up one decoration to
receive the other. The applicant indicated that she preferred to retain
the Global War on Terrorism Expeditionary Medal thereby foregoing award of
the Iraq Campaign Medal. As such, that issue will not be discussed further
by the Board.

3. On 8 February 2005 the applicant was awarded the Meritorious Service
Medal in recognition of her service in positions of increasing
responsibility, culminating with her assignment to the Personnel Control
Facility at Fort Knox, Kentucky. Orders confirming the award were
published by the Installation Management Agency in Arlington, Virginia.
The award, however, was omitted from the applicant’s separation document.

DISCUSSION AND CONCLUSIONS:

The evidence confirms the applicant was awarded the Meritorious Service
Medal. Her records should be corrected accordingly.

BOARD VOTE:

__MT ___ __CD ___ ___EM__ GRANT FULL RELIEF

Department of the Army records of the individual concerned be corrected by
showing she was awarded the Meritorious Service Medal.
