      The Board considered the following evidence:

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that the Army Commendation Medal, awarded in
recognition of her meritorious service during the period 23 June 2001
through
25 August 2003 be added to her 2003 separation document.  She also asks
that her records be corrected to reflect entitlement to the Global War on
Terrorism Service Medal.

2.  The applicant states the Army Commendation Medal and Global War on
Terrorism Service Medal were both awarded after her release from active
duty.

3.  The applicant provides a copy of orders confirming her award of the
Army Commendation Medal and a copy of the message authorizing award of the
Global War on Terrorism Service Medal.

CONSIDERATION OF EVIDENCE:

1.  Records available to the Board indicate that the applicant entered
active duty on 18 December 1997.  In March 2001 she was awarded an Army
Commendation Medal for the period 6 June 1998 to 18 March 2001.

2.  Orders confirming award of the Army Commendation Medal for the period
22 June 2001 to 25 August 2003 indicate that the Army Commendation Medal
was her second award (first oak leaf cluster).  The award recommendation
notes only one previous award of the Army Commendation Medal.  The award
was confirmed in orders published at Walter Reed Army Medical Center on
11 September 2003, although her award certificate indicates orders were
issued on 9 September 2003.

3.  On 1 September 2003 the applicant was released from active duty.  Her
separation document reflects entitlement to two awards of the Army
Commendation Medal.

4.  Human Resources Command Message (Date Time Group 17 March 2004)
disseminated implementing instructions for award of the Global War on
Terrorism Service Medal.  This award is designated for Soldiers who have
participated in or served in support of Global War on Terrorism Operations
outside of the designated area of eligibility determined for award of the
Global War on Terrorism Expeditionary Medal on or after 11 September 2001
to a date to be determined.  All Soldiers on active duty, including Reserve
Component Soldiers mobilized or National Guard Soldiers activated, on or
after 11 September 2001 to a date to be determined having served 30
consecutive days or 60 nonconsecutive days are authorized this award.

DISCUSSION AND CONCLUSIONS:

1.  The evidence available to the Board suggests that the applicant was
only awarded two awards of the Army Commendation Medal.  Adding an
additional award of the Army Commendation Medal to the applicant’s
separation document would indicate award of three Army Commendation Medals.
 There is no evidence to confirm that she was awarded three awards of that
decoration.

2.  Although orders confirming award of the Army Commendation Medal for the
period 22 June 2001 to 25 August 2003 may not have been issued until after
her separation from active duty, it is possible that the award was added to
her separation document based on the expectation that the award would be
approved.  The fact that the award recommendation also refers to only one
prior award of the Army Commendation Medal suggests that the award ending
in August 2003 was a second award, and not a third award.

3.  The applicant was on active duty on 11 September 2001 and as such, is
entitled to the Global War on Terrorism Service Medal.  Her records should
be corrected accordingly.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by showing entitlement to the Global War on
Terrorism Service Medal.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
adding an additional award of the Army Commendation Medal to her separation
document, beyond the two already reflected.
