      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, a reconsideration of his previous
application to show award of the Army Commendation Medal with "V" Device
and three Oak Leaf Clusters.  He also requests consideration of award of
the Combat Action Ribbon.

2.  The applicant states that he noticed that his award of the Army
Commendation Medal with "V" Device and three Oak Leaf Clusters was not
noted on his DD Form 214 (Certificate of Released or Discharge) or the
recent DD Form 215 (Correction to the DD Form 214).  He also wonders if he
qualifies for award of the Combat Action Ribbon.

3.  The applicant provides copies of his 31 January 1987 DD Form 214, a
7 October 2005 DD Form 215, four Army Commendation Medal certificates (one
for heroism and three for meritorious service), and a description of the
Navy, Marine Corps, and Coast Guard Combat Action Ribbon.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were
summarized in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR) in Docket Number
AR20040003421 on 13 January 2005.  That review followed the normal
procedure of updating all of the applicant's awards.  Unfortunately the
Army Commendation Medals and Air Medal with Numeral 16 were inadvertently
omitted.

2.  The Combat Action Ribbon is a Department of the Navy award issued to
Navy personnel who had earned the Combat Infantryman Badge or Combat
Medical Badge while a member of the U.S. Army.  As such this Board does not
have jurisdiction over this award and it will not be addressed further.

3.  The applicant provided copies of the Army Commendation Medal
Certificates that show the applicant was awarded the Army Commendation
Medal with "V" Device on 4 January 1969 and the Army Commendation Medal for
meritorious service on 17 November 1969, 31 October 1977, and 21 November
1979.

4.  His DD Form 214, as issued on 31 January 1987 listed his awards as the
Silver Star, the Meritorious Service Medal, the Air Medal, the Army
Achievement Medal, the Army Good Conduct Medal (6th award), the National
Defense Service Medal, the Vietnam Service Medal, the Republic of Vietnam
Campaign Medal with "1960" Device, the Combat Infantryman Badge, the
Parachutist Badge, the Aircraft Crewman Badge, the Air Assault Badge, the
Army Service Ribbon, and the Overseas Service Ribbon.

5.  His DA Form 2-1 (Personnel Qualification Record) lists his awards as
the Silver Star, the Meritorious Service Medal, the Army Commendation Medal
with "V" Device and three Oak Leaf Clusters, the Air Medal (1st through
16th award), the Army Achievement Medal with one Oak Leaf Cluster, the Army
Good Conduct Medal (6th award), the National Defense Service Medal, the
Vietnam Service Medal, the Republic of Vietnam Campaign Medal with "1960"
Device, the Combat Infantryman Badge, the Parachutist Badge, the Aircraft
Crewman Badge, the Air Assault Badge, the Drill Sergeant Identification
Badge, the Army Service Ribbon, and the Overseas Service Ribbon.

6.  The DA Form 2-1 shows he served overseas in:

      a.  Vietnam from 10 July 1967 through 11 February 1969;

      b.  Germany from 6 October 1971 through 13 September 1974; and

      c.  Korea from 30 December 1978 through 1 November 1979.

7.  The previous decisional document corrected the applicant's 31 January
1987 DD Form 214 to include entitlement to the Purple Heart, the Vietnam
Service Medal with one silver service star, the Republic of Vietnam
Gallantry Cross with Palm Unit Citation, and the Republic of Vietnam Civil
Actions Honor Medal First Class Unit Citation.

8.  Army Human Resources Command Message (Date Time Group 9 February 2004)
published implementing instructions for award of the Korea Defense Service
Medal.  This message specified criteria for the award of the Korea Defense
Service Medal as follows:  a) service members of the armed forces must have
served in support of the defense of the Republic of Korea from 28 July 1954
through a future date to be determined by the Secretary of Defense;  b) the
area of eligibility encompasses all land area of the Republic of Korea, and
the contiguous water out to 12 nautical miles, and all air spaces above the
land and water areas;  c) service members must have been mobilized with
units or assigned or attached to units operating in the area of eligibility
and have been physically deployed in the area of eligibility for 30
consecutive or 60 non-consecutive days.


9.  The implementing message also authorized award of the Korea Defense
Service Medal if a Soldier meets one or more of the following criteria:  a)
be engaged in actual combat during an armed engagement, regardless of the
time in the area of eligibility; b) is wounded or injured in the line of
duty and requires medical evacuation from the area of eligibility; c)
participates as a regularly assigned air crew member flying sorties for 30
consecutive days or 60 non-consecutive days into, out of, within, or over
the area of eligibility in support of military operations; or d) served in
operations and exercises conducted in the area of eligibility as long as
the basic time criteria is met.  The message further provided that, due to
extensive time period for the Korea Defense Service Medal eligibility, the
non-consecutive service period for eligibility remains cumulative
throughout the entire period.

DISCUSSION AND CONCLUSIONS:

1.  The record contains sufficient documentation to show that in addition
to the awards listed on the applicant's DD Form 214 and DD Form 215, he is
also authorized award the of the Army Commendation Medal with "V" Device
and three Oak Leaf Clusters, the Air Medal with Numeral 16, and the Korea
Defense Service Medal.

2.  It is appropriate to further correct the record to reflect these
additional awards.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
amendment of the ABCMR’s decision in Docket Number AR20040003421 on
13 January 2005.  As a result, the Board recommends that all Department of
the Army records of the individual concerned be corrected by showing that,
in

addition to the awards listed on the applicant's DD Form 214 and DD Form
215, his is also authorized award of the Army Commendation Medal with "V"
Device and three Oak Leaf Clusters, the Air Medal with Numeral 16, and the
Korea Defense Service Medal.
