      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction of his separation code on
his DD Form 214 (Certificate of Release or Discharge from Active Duty) to
show "JBM" instead of "KBM."

2.  The applicant states, in effect, that an administrative error occurred
during the preparation of his DD Form 214.

3.  The applicant provides a copy of his DD Form 214 and Department of the
Army Detachment A of the 203d Personnel Services Battalion [Fort
Wainwright, Alaska] Orders Number 026-0211, dated 26 January 2005 in
support of his application.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 31 October 1990 for a
period of three years.  After he completed basic and advanced individual
training, he was awarded military occupational specialty 92A (Automated
Logistical Specialist).  The applicant continued to serve through a series
of reenlistments until he was honorably discharged on 24 June 2005.

2.  Item 25 (Separation Authority) of the applicant's DD Form 214 shows the
entry "AR 635-200, PARA 16-7" [Army Regulation 635-200 (Active Duty
Enlisted Administrative Separations), paragraph 16-7].  Item 26 (Separation
Code) of this form shows the entry "KBM."

3.  Army Regulation 635-5-1 (Separation Program Designator (SPD) Codes)
provides the specific authorities (regulatory or directive), reasons for
separating Soldiers from active duty, and the SPD codes to be entered on
the DD Form 214. It states, in pertinent part, that the SPD code of JBM is
the appropriate code to assign to Soldiers who were separated under the
provisions of paragraph 16-7, Army Regulation 635-200, by reason of
Insufficient Retainability (economic reasons).  The SPD/RE Code Cross
Reference Table included in the regulation stipulates that the RE code
assignment is based on the Department of the Army directive authorizing
separation.

4.  Army Regulation 635-5-1 also shows that the SPD code of KBM is the
appropriate code to assign to Soldiers who separated under the provisions
of paragraph 16-5, Army Regulation 635-200, by reason of Insufficient
Retainability (economic reasons).

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that the SPD code on his DD Form 214 should be
JBM.

2.  Evidence shows the applicant was separated under the provisions of
paragraph 16-7 of Army Regulation 635-200 for Insufficient Retainability
(economic reasons).  Regulation shows the proper SPD code for this
separation authority is "JBM", not "KBM."

3.  Clearly an administrative error occurred in the preparation of the
applicant's separation document; therefore, he is entitled to correction of
his DD Form 214 to show the SPD code of "JBM."

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned by correcting
item 26 (Separation Code) of his DD Form 214 to show the entry "JBM."
