      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, award of the Overseas Service Ribbon
and the Korea Defense Service Medal.

2.  The applicant states, in effect, he was stationed in Korea with the 2nd
Aviation Battalion, 2nd Infantry Division.

3.  The applicant provides a copy of his DD Form 214 (Certificate of
Release or Discharge from Active Duty) for the period ending 10 February
1986 and a Letter of Commendation, dated 25 August 1984, from the
Commanding General of the 2nd Infantry Division.

CONSIDERATION OF EVIDENCE:

1.  Having prior active duty in the U.S Air Force, the applicant enlisted
in the Regular Army on 7 August 1979.  On 10 February 1982, he was
honorably discharged, appointed a Warrant Officer in the U.S. Army Reserve,
and ordered to active duty.  On 2 May 1984, the applicant was released from
active duty for failure of selection, temporary promotion.  He entered
active duty again on 3 May 1984.  He served in Korea from 30 May 1984 until
he was returned to the United States for medical reasons on 7 January 1985.
 On 10 February 1986, the applicant retired in the rank of Warrant Officer
One by reason of physical disability.

2.  The applicant’s DD Form 214 for the period ending 10 February 1986 does
not show the Overseas Service Ribbon or the Korea Defense Service Medal.

3.  Army Regulation 600-8-22 (Military Awards) shows that the Overseas
Service Ribbon was established by the Secretary of the Army on 10 April
1981.  The regulation states, in pertinent part, that effective 1 August
1981, all members of the Active Army, Army National Guard, and Army Reserve
in an active Reserve status are eligible for the award for successful
completion of overseas tours.

4.  Army Regulation 614-30 (Overseas Service), in effect at the time,
states in pertinent part that if a Soldier is in a permanent change of
station status overseas and evacuated to and hospitalized in the United
States and the cause for evacuation is injury or disease determined to be
in line of duty, then they are credited with a completed tour.

5.  The Secretary of Defense approved the implementing instructions and
criteria for the Korea Defense Service Medal on 3 February 2004.  The Korea
Defense Service Medal is authorized to members of the Armed Forces who have
served on active duty in support of the defense of the Republic of Korea
from 28 July 1954 to a date to be determined.

DISCUSSION AND CONCLUSIONS:

1.  The applicant is entitled to one award of the Overseas Service Ribbon
for his overseas tour in Korea.

2.  The applicant served a period of qualifying service for award of the
Korea Defense Service Medal.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending his DD Form 214 for the period ending 10 February 1986 to show one
award of the Overseas Service Ribbon and the Korea Defense Service Medal.
