      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his records be corrected to restore award
of a Presidential Unit Citation to his 1954 separation document.

2.  The applicant states that he recently was awarded an Army Good Conduct
Medal, however in the processing of that request officials at the United
States Army Human Resources Command in Alexandria, Virginia, mistakenly
deleted the award from his separation document.

3.  The applicant provides a copy of documents from the United States Army
Human Resources Command deleting the decoration and documents which confirm
his entitlement to the award.

CONSIDERATION OF EVIDENCE:

1.  The applicant’s military records are not available to the Board for
review.  A fire destroyed approximately 18 million service members’ records
at the National Personnel Records Center in 1973.  It is believed that the
applicant’s records were lost or destroyed in that fire.  However, there
were sufficient documents remaining in a reconstructed record for the Board
to conduct a fair and impartial review of this case.

2.  The applicant served on active duty between 6 September 1952 and 5 June
1954.  His 1954 separation document reflected an award of the Distinguished
Unit Citation which in 1966 was redesignated as the Presidential Unit
Citation.

3.  On 11 November 1953 general orders were issued awarding the 88th
Infantry Battalion (Heavy Mortar) the Distinguished Unit Citation for its
actions on 13 June 1953.  The general orders noted that in June 1953 the
88th Infantry Battalion was operating as the 461st Infantry Battalion
(Heavy Mortar).  The applicant was a member of that organization.

4.  A review of Department of the Army Pamphlet 672-1 (Unit Citation and
Campaign Participation Credit Register) records the Distinguished Unit
Citation are the 88th Infantry Battalion and not under the 461st Infantry
Battalion.  However, a notation under the 88th Infantry Battalion directs
the reader to entries under the 461st Infantry Battalion for addition unit
awards.

5.  In May 2005 officials at the United States Army Human Resources Command
informed the applicant that he was being awarded an Army Good Conduct Medal
and also explained that his Korean War era unit had been awarded a
Presidential Unit Citation (Navy) for its actions in 1951 but the award was
subsequently revoked.  The Distinguished Unit Citation entry on his 1954
separation document was then deleted as part of the action to correct his
separation document to reflect award of the recently awarded Army Good
Conduct Medal.

DISCUSSION AND CONCLUSIONS:

1.  It appears that officials at the United States Army Human Resources
Command based their decision to remove the Distinguished Unit Citation from
the applicant’s separation document on entries and information contained in
Department of the Army Pamphlet 672-1 for the 461st Infantry Battalion
without realizing the 1953 award was reflected under entries associated
with the 88th Infantry Battalion.  The awarded described in the May 2005
letter from the United States Army Human Resources Command was associated
with a 1951 Presidential Unit Citation (Navy) and not the 1953
Distinguished Unit Citation.

2.  The evidence confirms the applicant is entitled to the Distinguished
Unit Citation, now known as the Presidential Unit Citation, which was
awarded to his unit for its actions in 1953.  His records should be
corrected to restore that decoration.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
restoring the applicant’s award of the Presidential Unit Citation, awarded
to his unit for actions in 1953, to his records.
