                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 07 SEPTEMBER 2006
      DOCKET NUMBER: AR20050016088

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Ms. Gale J. Thomas | |Analyst |

The following members, a quorum, were present:

| |Ms. Susan Powers | |Chairperson |
| |Mr. David Haasenritter | |Member |
| |Mr. Jonathan Rost | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests that her records be corrected by showing she was
promoted to the pay grade of E-5, with back pay and allowances.

2. The applicant states that her DD Form 214 does not show her promotion
from specialist to sergeant, effective 15 June 2004. She was deployed from
February 2004 to October 2004, and was unaware that she had been promoted
to sergeant on 28 June 2004. Although she is unable to receive the
recognition due for such an honor, she feels she should be compensated for
the pay that she would have received.

3. The applicant provides a copy of her promotion order to sergeant in
support of her request.

CONSIDERATION OF EVIDENCE:

1. The applicant enlisted in the U.S. Army Reserve on 23 April 1997, for a
period of 8 years.

2. The applicant was promoted to pay grade E-2, E-3, and E-4 on 26 April
1998, 6 January 1999, and 6 July 1999, respectively.

3. The applicant's DD Form 214 indicates she was ordered to active duty
for deployment on 11 December 2003 and discharged on 14 November 2004.
Documents in the applicant's records indicate she was mobilized from
December 2003 through November 2004 when she was returned to her Reserve
unit. There are no derogatory documents in the applicant's available
records.

4. Orders 04-180-00002, Headquarters, 81st Regional Readiness Group, Fort
Jackson, South Carolina, dated 28 June 2004 shows the applicant was
promoted from specialist to sergeant, with an effective date and date of
rank of 15 June 2004.

5. Orders 05-142-00011, 81st Regional Readiness Command, Birmingham,
Alabama, dated 22 May 2005, shows the applicant was honorably discharged on
22 May 2005, from the U.S. Army Reserve, under the provisions of Army
Regulation 135-178.

6. The e-mail correspondence from the applicant to her unit shows that she
attempted on numerous occasions to have her DD Form 214 updated with her
correct rank. Her unit stated that they had submitted transactions to
finance on two separate occasions attempting to update her promotion but
were unsuccessful. They recommended that she submit documentation to the
U.S Human Resources Command-St. Louis to have her records corrected.

DISCUSSION AND CONCLUSIONS:

1. The applicant was deployed at the time of her promotion to sergeant,
which was not discovered until her final counseling prior to her separation
in May 2005. The applicant had no derogatory information in her records
that would have precluded her from being promoted.

2. Orders show the applicant was promoted to sergeant, pay grade E-5, with
an effective date and date of rank of 15 June 2004, and her records should
be corrected to reflect this change.

3. The applicant's records should be corrected to show she was promoted to
pay grade E-5, with pay and entitlements at that grade, from 15 June 2004
to the date of her separation on 22 May 2005. Her DD Form 214 should also
be corrected to show she was separated in the pay grade of E-5.

BOARD VOTE:

___SP __ ___DH __ ___JR __ GRANT FULL RELIEF

________ ________ ________ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

________ ________ ________ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing the applicant was promoted to the pay grade of E-5, with
entitlement to pay and allowances from 15 June 2004 to 22 May 2005, and
that her
14 November 2004 DD Form 214 be corrected to show she was discharged in the
pay grade of E-5.
