the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Mrs. Nancy L. Amos | |Analyst |

The following members, a quorum, were present:

| |Mr. John P. Infante | |Chairperson |
| |Mr. William F. Crain | |Member |
| |Mr. Gerald J. Purcell | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests that his Health Professions Pay Entry Date
(HPPED) be adjusted.

2. The applicant states he was credited with 5 years, 1 month, and 11 days
but he should be credited with at least 6 years HPPED service.

3. The applicant provides his college transcripts; his Master of Public
Health degree; his American Board of Preventive Medicine board
certification; his internship diploma; his residency diploma; his
fellowship diploma; and his active duty orders.

CONSIDERATION OF EVIDENCE:

1. The applicant completed his internship on or about 23 June 1976. He
completed his residency in Pediatrics on or about 30 June 1978. He
completed a fellowship in 1979. He provided a board certification in
Preventive Medicine dated 20 January 1997. He was awarded a Master of
Public Health degree on 20 May 2000.

2. On orders dated 27 September 2005, the applicant was ordered to active
duty as a Colonel, O-6, Medical Corps. These orders show he was awarded 5
years, 1 month, and 11 days HPPED creditable service.

3. In the processing of this case, an advisory opinion was obtained from
the Medical Corps Division, U. S. Army Recruiting Command. That office
recommended the applicant be awarded 7 years, 6 months, and 2 days of HPPED
credit and that his active duty orders be amended to reflect the revised
calculation. (The HPPED is used to determine eligible service for medical
special pays only.)

4. A copy of the advisory opinion was provided to the applicant for
comment. On 15 December 2005, he concurred with the advisory opinion.

DISCUSSION AND CONCLUSIONS:

In accordance with the advisory opinion, the applicant's active duty orders
should be amended to show he was awarded 7 years, 6 months, and 2 days of
HPPED credit.

a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending his active duty orders dated 27 September 2005 to show he was
awarded 7 years, 6 months, and 2 days of HPPED credit.
