THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his Health Professions Pay Entry Date (HPPED).

2.  The applicant states he graduated from the Medical University of South Carolina in May 2004 with a Doctor of Medicine (MD) Degree.  He contends his HPPED was incorrectly calculated at the time of accession onto active duty in 2008.

3.  The applicant provides a copy of his medical school diploma in support of his application.

CONSIDERATION OF EVIDENCE:

1.  The applicant is currently serving on active duty in the rank of captain.  He had prior enlisted service and was appointed as a second lieutenant in the Army National Guard on 17 March 1999.  He was awarded an MD degree on 21 May 2004.

2.  His certificate from the University of Pittsburgh School of Medicine shows he served as an intern in general surgery from 1 July 2004 to 30 June 2005.

3.  U.S. Army Human Resources Command (HRC), St. Louis, Missouri, published orders on 30 May 2008 showing the applicant was ordered to active duty on 15 June 2008.

4.  In the processing of this case, a staff advisory opinion was obtained from HRC-Alexandria which recommended the applicant's HPPED be corrected.  The opinion stated the following:

	a.  Applicant should have been awarded 1 year HPPED credit when he entered active duty on 15 June 2008.

	b.  Applicant’s active duty order failed to award HPPED credit for completion of internship at the University of Pittsburgh between 1 July 2004 and 30 June 2005.

	c.  HPPED represents a Medical Corps officer's period of creditable service for entitlement to special pay.

	d.  HPPED is calculated by adding the total years, months, and days of all internships, residencies, and fellowships not performed on active duty and all periods of prior active duty as a Medical Corps officer.

5.  A copy of the advisory opinion was forwarded to the applicant to allow him to provide comments.  However, he did not respond within the allotted time frame.

6.  A DA Form 5074-1-R (Record of Award of Entry Grade Credit (Health Services Officers) was prepared on 8 January 2010 which shows the applicant received the following service credit:

* 4 years of credit for basic qualifying degree (MD)
* 1 year of credit for his internship from July 2004 to June 2005
* 3 years of credit for prior active commissioned service

DISCUSSION AND CONCLUSIONS:

The applicant completed his internship in general surgery from 1 July 2004 to 30 June 2005, giving him 1 year of HPPED credit.  Therefore, he is entitled to correction of his record to show he was awarded 1 year of HPPED credit.

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing he was granted 1 year of HPPED credit.
