                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 3 November 2005
      DOCKET NUMBER: AR20050014486

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Ms. Wanda L. Waller | |Analyst |

The following members, a quorum, were present:

| |Mr. Thomas Howard | |Chairperson |
| |Mr. John Infante | |Member |
| |Ms. Carmen Duncan | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests, in effect, correction of her enlistment
contract to show she enlisted in pay grade E-4.

2. The applicant states, in effect, that her enlistment contract
erroneously shows she enlisted in pay grade E-3.

3. The applicant provides a Memorandum for Record from Headquarters, U.S.
Army Recruiting Command (USAREC) Liaison at Fort Leonard Wood, Missouri,
dated 28 September 2005; a statement of understanding, dated 28 September
2005; her DD Form 4/1 (Enlistment/Reenlistment Document), dated
16 September 2005; her DD Form 4/3 (Continuation of DD Form 4/1), dated
26 September 2005; and her reservation sheet, dated 16 September 2005.

CONSIDERATION OF EVIDENCE:

1. The applicant's DD Form 4/1 shows she enlisted in the U.S. Army Reserve
on 16 September 2005 in pay grade E-3. Her DD Form 4/3 shows she enlisted
in the Regular Army for a period of 3 years on 26 September 2005 in pay
grade
E-3. Her reservation sheet shows she enlisted for the Army Civilian
Acquired Skills Program. Her enlistment contract shows her civilian
acquired skill as a Patient Administration Specialist was being recognized
for enlistment.

2. The Memorandum for Record, dated 28 September 2005, from Headquarters,
USAREC Liaison, 43rd Adjutant General Reception Battalion at Fort Leonard
Wood, Missouri states in accordance with Army Regulation 601-210, item 21,
Section G of her DD Form 4/3 reads pay grade E-3 and needs to be corrected
to show pay grade E-4.

3. The applicant provided a statement of understanding, dated 28 September
2005, wherein she acknowledged that she understood the available options
under her enlistment, that she wanted the requested change made, and that
the request was made without coercion and for her benefit.

4. Army Regulation 601-210 (Regular Army and Reserve Enlistment Program),
chapter 7 (Army Civilian Acquired Skills Program), paragraph 7-11b states
persons who meet training and work experience requirements in accordance
with Department of the Army Pamphlet 611-21 and satisfy all other
enlistment criteria will be enlisted in pay grade E-4.

DISCUSSION AND CONCLUSIONS:

The applicant's DD Form 4/1 and DD Form 4/3 incorrectly show she enlisted
in pay grade E-3. The memorandum from USAREC Liaison at Fort Leonard Wood,
Missouri verifies that she enlisted in pay grade E-4. Therefore, it would
be equitable to amend her enlistment contract to show she enlisted in pay
grade
E-4.

BOARD VOTE:

________ ________ ________ GRANT FORMAL HEARING

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that the DD
Form 4/1, dated 16 September 2005, and the DD Form 4/3, dated 26 September
2005, of the individual concerned be corrected to show she enlisted in pay
grade E-4.
