      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated    29 June 2004 were affirmed.  The following additional
findings, conclusions, and recommendations were adopted by the Board.

      The Board convened at the call of the Director on the above date to
reconsider the conclusions and recommendation appearing in proceedings
dated 29 June 2004.

CONSIDERATION OF ADDITIONAL EVIDENCE:

13.  On 18 July 2005, new information was received from the applicant in
regard to the decision of the Army Board for Correction of Military Records
(ABCMR) in Docket Number AR2004105444, dated 29 June 2004.  The applicant
states, in effect, the Board failed to act on his request for a Purple
Heart or Purple Heart certificate for wounds he received on 12 January
1968.

14.  On 29 June 2004, this Board recommended correction of the applicant's
records, in part, by issuing him a certificate for award of the Purple
Heart (First Oak Leaf Cluster) for wounds received during hostile action on
30 January 1968.  This recommendation was based on the fact available
general orders showed that he was awarded the Purple Heart (First Oak Leaf
Cluster) on 30 January 1968.  His DD Form 214 (Armed Forces of the United
States Report of Transfer or Discharge) also showed he had been awarded the
Purple Heart (First Oak Leaf Cluster).

ADDITIONAL DISCUSSION AND CONCLUSIONS:

6.  At the time of the decision of the ABCMR in Docket Number AR2004105444,
dated 29 June 2004, it was the intent of the ABCMR to make the applicant’s
record as administratively correct as it should properly have been at the
time.

7.  Evidence of records shows the applicant was awarded the Purple Heart
(First Oak Leaf Cluster) for wounds received on 30 January 1968.  His DD
Form 214 showed award of the Purple Heart (First Oak Leaf Cluster).  Based
upon this evidence the Board accepts that the applicant had been previously
wounded and accepts his statement that he had been wounded on 12 January
1968.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
amendment of the decision of the Army Board for Correction of Military
Records set forth in Docket Number AR2004105444, dated 29 June 2004, to
read:

      The Board determined that the evidence presented was sufficient to
warrant a recommendation for relief and to excuse failure to timely file.
As a result, the Board recommends that the individual concerned be issued a
certificate for award of the Purple Heart for wounds received during
hostile action on 12 January 1968 and a Purple Heart medal set, a
certificate for award of the Purple Heart (First Oak Leaf Cluster) for
wounds received during hostile action on 30 January 1968, and that his
Department of the Army records be corrected by showing awarded of the
Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation and
the Republic of Vietnam Gallantry Cross with Palm Unit Citation.
