      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his separation document (DD
Form 214) be corrected to show the award of the Iraqi Campaign Medal (ICM)
instead of the Global War on Terrorism Expeditionary Medal (GWOTEM).

2.  The applicant states, in effect, that he served 6 months in Iraq and
that he is entitled to the award of the ICM.

3.  The applicant provides a copy of his separation document and his
officer record brief (ORB) in support of his request.

CONSIDERATION OF EVIDENCE:

1.  The applicant’s military records show he entered active duty in the
Regular Army in the rank of second lieutenant (2LT/O-2) on 8 July 1974.  He
continued to serve until he was honorably retired on 31 July 2004, in the
rank of colonel (COL/O-6).

2.  The separation document he was issued upon his release from active duty
(REFRAD) for retirement shows he completed a total of 30 years and 23 days
of active military service.  Item 13 (Decorations, Medals, Badges,
Citations and Campaign Ribbons Awarded or Authorized) includes the GWOTEM
in the list of authorized awards entered.  Item 18 (Remarks) includes the
entry "SERVICE IN IRAQ/KUWAIT FROM 20030512 to 20031128".

3.  Human Resources Command, Military Awards Branch Message, dated 8 April
2005, authorized award of the ICM for service in direct support of
Operation Iraqi Freedom on or after 19 March 2003, to a future date to be
determined by the Secretary of Defense or the cessation of the operation.
This message specified that the award may be authorized for any individual.
 Service stars are not prescribed for wear with this medal; however, the
ICM may be awarded with the bronze arrowhead device to eligible Soldiers.
This message further provides that service members qualified for the GWOTEM
by reason of service in Iraq between
19 March 2003 and 30 April 2005 may be awarded the ICM in lieu of the
GWOTEM for such service.  No Soldier shall be entitled to both medals for
the same act, achievement or period of service.

DISCUSSION AND CONCLUSIONS:

The applicant's claim of entitlement to the ICM has been carefully
considered and found to have merit.  The evidence of record confirms that
the applicant served in Iraq during the period 12 May 2003 to 28 November
2003, and that he was previously awarded the GWOTEM for that service.  The
ICM implementing instructions stipulated, in effect, that the ICM could be
awarded in lieu of the GWOTEM for such service in Iraq between 19 March
2003 and 30 April 2005; however, no Soldier could receive both awards for
the same act, achievement or period of service.  Therefore, the applicant
is entitled to have his records corrected to delete the GWOTEM and add the
ICM at this time.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
deleting the"Global War on Terrorism Expeditionary Medal" entered in Item
13 of his separation document and by replacing it with the "Iraq Campaign
Medal”; and by providing him a correction to his separation document that
reflects this change.
