      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of
Release or Discharge from Active Duty) to show award of the Good Conduct
Medal and an unspecified “Overseas” medal.

2.  The applicant states his DD Form 214 does not show that he received the
Good Conduct Medal and his “Overseas” medal.

3.  The applicant provides a copy of his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant entered active duty on 16 August 2000, trained as a
microwave systems operator-maintainer, and was honorably discharged on 9
July 2004 for personality disorder.

2.  The applicant’s DD Form 214 shows the National Defense Service Medal,
the Global War on Terrorism Service Medal, and the Army Service Ribbon as
authorized awards.

3.  U.S. Army Garrison, Fort Belvoir, Office of the Adjutant General
Permanent Orders 225-2, dated 13 August 2003, show the applicant received
the first award of the Good Conduct Medal for the period 16 August 2000 to
15 August 2003.

4.  Section IX (Assignment Information) of the applicant’s Enlisted Record
Brief shows that he was assigned to Camp Coiner in Korea.

5.  The Secretary of Defense approved the implementing instructions and
criteria for the Korea Defense Service Medal on 3 February 2004.  The Korea
Defense Service Medal is authorized to members of the Armed Forces who have
served on active duty in support of the defense of the Republic of Korea
from 28 July 1954 to a date to be determined.

6.  Army Regulation 600-8-22 (Military Awards) shows that the Overseas
Service Ribbon was established by the Secretary of the Army on 10 April
1981.  The regulation states, in pertinent part, that effective 1 August
1981, all members of the Active Army, Army National Guard, and Army Reserve
in an active Reserve status are eligible for the award for successful
completion of overseas tours.

DISCUSSION AND CONCLUSIONS:

1.  Orders show the applicant received the Good Conduct Medal.
2.  The applicant served a period of qualifying service for award of the
Korea Defense Service Medal.

3.  The applicant is entitled to one award of the Overseas Service Ribbon
for his overseas tour in Korea.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending his DD Form 214 to show that he was awarded the Good Conduct
Medal, the Korea Defense Service Medal, and one award of the Overseas
Service Ribbon.
