      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that her 1996 separation document be corrected
to reflect entitlement to the Armed Forces Expeditionary Medal based on her
service in Somalia.

2.  The applicant states she did not receive the decoration for her service
in Somalia.

3.  The applicant provides a copy of her separation document and a copy of
her Army Achievement Medal confirming her deployment to Somalia.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error or injustice
which occurred on 25 February 1996.  The application submitted in this case
is dated
31 March 2005.

2.  Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice.  This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitations if the ABCMR determines that it
would be in the interest of justice to do so.  In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.

3.  Records available to the Board indicate the applicant entered active
duty as a Regular Army Soldier in February 1993 after previously serving as
a member of the United States Army Reserve.  She was trained as a laundry
and shower specialist.

4.  According to the Army Achievement Medal certificate she provided in
support of her request, she was deployed to Somalia at some point in 1993
and awarded the Army Achievement Medal for her exceptional achievement and
performance of duty on 13 December 1993.

5.  On 25 February 1996 the applicant was released from active duty with an
honorable characterization of service.


6.  In May 1993 the Chairman, Joint Chiefs of Staff approved award of the
Armed Forces Expeditionary Medal for members of the United States Armed
Forces unit deployed to Somalia in support of various operations in that
region beginning on 5 December 1992.  Entitlement to that decoration
terminated on 31 March 1995.

DISCUSSION AND CONCLUSIONS:

There is sufficient evidence to confirm the applicant was deployed to
Somalia during the period for which Soldiers were awarded the Armed Forces
Expeditionary Medal.  Her records should be corrected accordingly.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief and to excuse failure to timely file.  As a
result, the Board recommends that all Department of the Army records of the
individual concerned be corrected by showing she is entitled to the Armed
Forces Expeditionary Medal.
