      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his 2003 separation document be corrected
to reflect entitlement to the GWOTSM (Global War on Terrorism Service
Medal) and the GWOTEM (Global War on Terrorism Expeditionary Medal).

2.  The applicant states the medals were authorized after his separation
from active duty.

3.  The applicant provides copies of his separation document to support his
request.

CONSIDERATION OF EVIDENCE:

1.  Records available to the Board indicate that applicant entered active
duty in September 1998 and was trained in the health care field.  Between
June 2002 and January 2003 he was deployed to Afghanistan in support of
Operation Enduring Freedom.  As a result of his service in Afghanistan, he
was awarded the Combat Medical Badge.  On 22 March 2003 he was released
from active duty with an honorable characterization of service.

2.  The Global War on Terrorism Expeditionary Medal and the Global War on
Terrorism Service Medal were established by executive order in March 2003.

3.  The Global War on Terrorism Expeditionary Medal is awarded to Soldiers
deployed abroad in Operations Enduring Freedom and Iraqi Freedom in
designated locations, including Afghanistan and Iraq.  To be eligible the
Soldier must be assigned, attached or mobilized to a unit participating in
the designated operation for 30 consecutive days, or 60 nonconsecutive days
and be engaged in actual combat against the enemy and under circumstances
involving grave danger of death or serious bodily injury from enemy action,
or while participating in the designated operation, regardless of time, is
killed, wounded, or injured and required medical evacuation from the area
of operation.

4.  The Global War on Terrorism Service Medal is awarded to all Soldiers on
active duty, including Reserve component Soldiers mobilized, or National
Guard Soldiers activated on or after 11 September 2001 who have served 30
consecutive days or 60 nonconsecutive days in an active duty, mobilized or
activated capacity.



DISCUSSION AND CONCLUSIONS:

The applicant’s deployment to the area of operations in Afghanistan in
support of Operation Enduring Freedom, and his award of the Combat Medical
Badge, confirm he met the requirements for award of the Global War on
Terrorism Expeditionary Medal and his service for more than 30 consecutive
days following 11 September 2001 entitles him to the Global War on
Terrorism Service Medal.  His records should be corrected accordingly.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
awarding the applicant the Global War on Terrorism Expeditionary Medal and
the Global War on Terrorism Service Medal.
