The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his 2003 separation document be corrected
to reflect his prior active service in item 12d, entitlement to the
Overseas Service Ribbon and entitlement to the GWOTSM (Global War on
Terrorism Service Medal) and the GWOTEM (Global War on Terrorism
Expeditionary Medal).
2. The applicant states that information concerning his prior active
service was omitted from his separation document and the medals were
authorized after his separation from active duty.
3. The applicant provides copies of his previous separation documents to
support his prior active service.
CONSIDERATION OF EVIDENCE:
1. Records available to the Board indicate that applicant initially
entered military service as a member of the United States Army Reserve in
1987 and served on active duty for a period of 1 year, 4 months, and 18
days, between July 1988 and June 1989 while he was undergoing initial entry
training. The applicant accumulated an additional 11 months and 21 days of
active service while a member of the United States Naval Reserve in 1999.
2. On 15 August 2002 the applicant, who was then a member of the Army
National Guard, was ordered to active duty in support of Operation Enduring
Freedom. He was deployed to Afghanistan between September 2002 and April
2003, a period just over 6 months. As a result of his service in
Afghanistan, he was awarded the Combat Infantryman Badge.
3. The applicant was released from active duty on 24 June 2003. His 2
years, 4 months, and 9 days of prior active service was omitted from item
12d on his separation document.
4. The Global War on Terrorism Expeditionary Medal and the Global War on
Terrorism Service Medal were established by executive order in March 2003.
5. The Global War on Terrorism Expeditionary Medal is awarded to Soldiers
deployed abroad in Operations Enduring Freedom and Iraqi Freedom in
designated locations, including Afghanistan and Iraq. To be eligible the
Soldier must be assigned, attached or mobilized to a unit participating in
the designated operation for 30 consecutive days, or 60 nonconsecutive days
and be engaged in actual combat against the enemy and under circumstances
involving grave danger of death or serious bodily injury from enemy action,
or while participating in the designated operation, regardless of time, is
killed, wounded, or injured and required medical evacuation from the area
of operation.
6. The Global War on Terrorism Service Medal is awarded to all Soldiers on
active duty, including Reserve component Soldiers mobilized, or National
Guard Soldiers activated on or after 11 September 2001 who have served 30
consecutive days or 60 nonconsecutive days in an active duty, mobilized or
activated capacity.
7. Army Regulation 600-8-25 states that the Overseas Service Ribbon is
awarded to members of the United States Army for successful completion of
overseas tours. It states that Soldiers must be credited with a normal
overseas tour completion according to Army Regulation 614-30 and that the
Overseas Service Ribbon cannot be awarded for overseas service recognized
with another U.S. service medal.
8. Army Regulation 614-30 states that Soldiers who complete a minimum of
11 cumulative months in a TDY (temporary duty) status during any 24 month
period in isolated areas where tour lengths have not been established by
Department of Defense will be credited with completion of a normal tour of
duty.
DISCUSSION AND CONCLUSIONS:
1. The evidence confirms that the applicant had 2 years, 4 months, and 9
days of prior active service at the time he was released from active duty
in 2003. His prior active service should be recorded in item 12d on his
2003 separation document.
2. Although the applicant may have served in Afghanistan he would not have
been credited with completion of a normal overseas tour in accordance with
the policies established by Army Regulation 614-30 and as such, is not
entitled to an award of the Overseas Service Ribbon.
3. The applicant’s activation in support of Operation Enduring Freedom,
deployment to the area of operations in Afghanistan, and award of the
Combat Infantryman Badge, confirm he met the requirements for award of the
Global War on Terrorism Expeditionary Medal and the Global War on Terrorism
Service Medal. His records should be corrected accordingly.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected:
a. by showing in item 12d on his 2003 separation document that he had
2 years, 4 months, and 9 days of prior active service; and
b. by awarding him the Global War on Terrorism Expeditionary Medal
and the Global War on Terrorism Service Medal.
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
award of the Overseas Service Medal.
