      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings 10 March 2005 were affirmed.  The following additional
findings, conclusions, and recommendations were adopted by the Board.

      The Board convened at the call of the Director on the above date to
reconsider the conclusions and recommendation appearing in proceedings
 10 March 2005.

CONSIDERATION OF ADDITIONAL EVIDENCE:

9.  On 11 March 2005, new information was received from the applicant's
commander in regard to the decision of the Army Board for Correction of
Military Records (ABCMR) in Docket Number AR20040001920 dated 10 March
2005.

10.  The evidence submitted consists of the commander's recommendation for
accelerated advancement of the applicant under the Army Civilian Acquired
Skills Program (ACASP).

ADDITIONAL DISCUSSION AND CONCLUSIONS:

4.  At the time of the decision of the ABCMR in Docket Number AR20040001920
dated 10 March 2005 it was the intent of the ABCMR to make the applicant’s
record as administratively correct as it should properly have been at the
time.

5.  The ABCMR's decision in Docket Number AR20040001920 indicated that
there was sufficient evidence to grant the applicant's request to correct
his enlistment contract to reflect that he enlisted under the ACASP as an
exception to policy if his commander had recommended approval of his
accelerated advancement per the requirement of Army Regulation 601-210.  At
the time his case was considered, his commander's approval had not been
obtained.

6.  The applicant's commander has since stated that he strongly endorses
and recommends the applicant's advancement under the ACASP.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
amendment of the decision of the Army Board for Correction of Military
Records set forth in Docket Number AR20040001920 dated 10 March 2005 to
show the Board recommends that all Department of the Army records of the
individual
concerned be corrected by showing that he enlisted on 28 May 2002 under the

ACASP and that he was authorized an accelerated advancement to the pay
grade of E-5 effective 7 December 2003 with entitlement to all back pay and
allowances.
