      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that Department of the Army, U.S.
Army Reserve Personnel Command, St. Louis, Missouri Permanent Orders W-02-
390271 dated 27 February 2003 be amended to show he was awarded the Army
Good Conduct Medal (Third Award).

2.  The applicant states that during his assignment to Headquarters and
Headquarters Company, 3rd Brigade, 1st Infantry Division (Forward) in
Germany on or about 29 January 1991, the 1st Infantry Division was
disbanded.  His command at that time informed him that the Recommendation
for Award (DA Form 638) with an Order Number 513 was all he needed for the
second award of the Army Good Conduct Medal.

3.  The applicant provides a DA Form 4187 (Personnel Action); emails from
the Human Resources Command in St. Louis; his orders awarding him the first
award of the Army Good Conduct Medal; a DA Form 638; and his orders
awarding him the Army Good Conduct Medal (Second Award).

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 18 January 1984 for a
period of three years with a 4-month extension.  He completed the required
training and was awarded military occupational specialty 91A (Medical
Specialist).

2.  Headquarters, 82nd Airborne Division, Fort Bragg, North Carolina
Permanent Orders 226-13 dated 15 December 1986 awarded the applicant the
first award of the Army Good Conduct Medal for the period of qualifying
service from 8 November 1984 through 7 November 1987.

3.  The applicant was released from active duty on 17 March 1987 and was
transferred to a Reserve unit.  His DD Form 214 (Certificate of Release or
Discharge from Active Duty) for the period ending 17 March 1987 shows the
first award of the Army Good Conduct Medal as an authorized award.

4.  The applicant enlisted in the Regular Army on 30 March 1988 for a
period of four years with a 9-month extension.

5.  The applicant provided an undated DA Form 638 which shows he was
recommended for the second award of the Army Good Conduct Medal for the
period of qualifying service from 30 January 1988 through 29 January 1991.
The DA Form 638 shows that the approval authority approved the action on 9
April 1991.  Section VI (Orders Data) on the DA Form 638 shows he was
authorized a second award of the Army Good Conduct Medal based on
Headquarters and Headquarters Company, 3rd Brigade, 1st Infantry Division
(Forward) Europe Orders Number 513, date unknown.

6.  He was discharged on 11 December 1992 at the expiration of his term of
service – Holiday Early Transition Program.  His DD Form 214 for the period
ending 11 December 1992 shows the Army Good Conduct Medal (Second Award) as
an authorized award.

7.  The applicant subsequently served in the U.S. Army Reserve and entered
active duty in an Active Guard Reserve (AGR) status on 27 February 2000.
He is currently serving in the AGR in the rank of sergeant first class.

8.  Department of the Army, U.S. Army Reserve Personnel Command, St. Louis,
Missouri Permanent Orders Number W-02-390271 dated 27 February 2003 awarded
the applicant the Army Good Conduct Medal (Second Award) for qualifying
service for the period 27 February 2000 through 26 February 2003.

DISCUSSION AND CONCLUSIONS:

1.  The applicant served on active duty from 18 January 1984 through 17
March 1987.  There is no record of indiscipline during the first period of
qualifying service from 18 January 1984 through 17 January 1987.

2.  Headquarters, 82nd Airborne Division, Fort Bragg, North Carolina
Permanent Orders Number 226-13 dated 15 December 1986 awarded the applicant
the first award of the Army Good Conduct Medal for a period of service from
8 November 1984 through 7 November 1987.  It would be appropriate to amend
these orders to show the correct dates of service for the first award of
the Army Good Conduct Medal as "18 January 1984 through 17 January 1987."

3.  The applicant reenlisted on 30 March 1988 and was discharged from
active duty on 11 December 1992.  There is no record of indiscipline during
a period of qualifying service from 30 March 1988 through 29 March 1991.

4.  The applicant provided a DA Form 638 which shows he was awarded the
second award of the Army Good Conduct Medal for the period 30 January 1988
through 29 January 1991 based on Headquarters and Headquarters Company, 1st
Infantry Division (Forward) Europe Orders Number 513, undated.  It would be
appropriate to amend Headquarters and Headquarters Company, 1st Infantry
Division (Forward) Europe Orders Number 513 to show the correct dates of
service as "30 March 1988 through 29 March 1991."

5.  The applicant's DD Form 214 for the period ending 11 December 1992
properly reflects the Army Good Conduct Medal (Second Award).

6.  The applicant was ordered to active duty in the AGR on 27 February
2000.

7.  However, Department of the Army, U.S. Army Reserve Personnel Command,
St. Louis, Missouri Permanent Orders W-02-390271 issued on 27 February 2003
incorrectly reflects the Army Good Conduct Medal (Second Award) instead of
the Army Good Conduct Medal (Third Award).

8.  Therefore, it would be appropriate to amend Department of the Army,
U.S. Army Reserve Personnel Command, St. Louis, Missouri Permanent Orders
W-02-390271 dated 27 February 2003 to show he was awarded the Army Good
Conduct Medal (Third Award).

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected:

      a.  by amending Headquarters, 82nd Airborne Division, Fort Bragg,
North Carolina Permanent Orders Number 226-13 dated 15 December 1986 to
show the dates of service for the first award of the Army Good Conduct
Medal as "18 January 1984 through 17 January 1987;"

      b.  by amending Headquarters and Headquarters Company, 1st Infantry
Division (Forward) Europe Orders Number 513, undated to show the dates of
service for the second award of the Army Good Conduct Medal as "30 March
1988 through 29 March 1991;" and


      c.  by amending Department of the Army, U.S. Army Reserve Personnel
Command, St. Louis, Missouri Permanent Orders W-02-390271 dated 27 February
2003 to show he was awarded the Army Good Conduct Medal (Third Award).
