                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 25 August 2005
      DOCKET NUMBER: AR20050000402

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Ms. Wanda L. Waller | |Analyst |

The following members, a quorum, were present:

| |Ms. Margaret Patterson | |Chairperson |
| |Mr. Ronald Blakely | |Member |
| |Ms. Linda Barker | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests, in effect, correction of item 12f (Foreign
Service) on his DD Form 214 (Certificate of Release or Discharge from
Active Duty) to show his dates of service in Kuwait.

2. The applicant states he served in Kuwait from 24 November 2002 through
23 May 2003.

3. The applicant provides a copy of his DD Form 214 and service personnel
records.

CONSIDERATION OF EVIDENCE:

1. The applicant enlisted on 24 April 2002, served as an information
systems operator, and was discharged with a general discharge on 17 June
2004.

2. Item 12f on the applicant's DD Form 214 shows the entry, "0000 00 00."
Item 18 (Remarks) on his DD Form 214 does not show his deployment to
Kuwait.

3. Records at the Defense Finance and Accounting Service show the
applicant received hostile fire pay from 1 November 2002 through 31 May
2003 for service in Kuwait.

4. Army Regulation 635-5 establishes the standardized policy for preparing
and distributing the DD Form 214. The regulation states, in pertinent
part, that the country and dates of deployment for an active duty Soldier
deployed with his or her unit during their continuous period of active
service will be shown in item
18 on the DD Form 214.

DISCUSSION AND CONCLUSIONS:

The evidence of record at the Defense Finance and Accounting Service is
accepted as sufficient to show the applicant served from 24 November 2002
to 23 May 2003 in Kuwait, a total of 6 months and 1 day. Therefore, item
12f on his DD Form 214 should be corrected to show he served 6 months and 1
day of foreign service. In addition, item 18 on his DD Form 214 should be
corrected to show his dates of service in Kuwait.

BOARD VOTE:

MP_____ RB_____ LB______ GRANT FULL RELIEF

________ ________ ________ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

________ ________ ________ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by:

      a. deleting the entry, "0000 00 00" in item 12f on the applicant's DD
Form 214;

      b. adding the entry, "0000 06 01" in item 12f on his DD Form 214; and

      c. adding the entry, "SERVICE IN KUWAIT FROM 20021124 TO 20030523" in
item 18 on his DD Form 214.

He stated that while he remembered the date he was ordered to active duty in July 2002 and the date he returned to the United States, he did not remember the exact dates of his arrival and departure from Afghanistan. Since the exact dates of the applicant's 2002/2003 deployment cannot be determined with any certainty, this period of foreign service cannot be added to Item 12f of his DD Form 214. As such, it would be appropriate to add these two deployments to Item 18 of the applicant's DD...
