                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 15 SEPTEMBER 2005
      DOCKET NUMBER: AR20050000168

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Ms. Deborah L. Brantley | |Senior Analyst |

The following members, a quorum, were present:

| |Mr. John Slone | |Chairperson |
| |Mr. Eric Andersen | |Member |
| |Ms. Carol Kornhoff | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests, in effect, that item 12d (Total Prior Active
Service) be corrected to show 4 months and 18 days, vice 2 months and 8
days.

2. The applicant states, in effect, he was part of a split training option
and had
4 months and 18 days of prior active service when he was demobilized in
2004. He states an error was made on his separation document when his unit
was demobilized.

3. The applicant provides copies of his October 2002 and February 2004
separation document. He also submits a copy of a statement from the United
States Army Recruiting Command Liaison office at Fort Leonard Wood,
Missouri supporting his request.

CONSIDERATION OF EVIDENCE:

1. There were no records available to the Board. However, information
contained in documents provided by the applicant was sufficient for the
Board to act on his application.

2. The applicant's October 2002 separation document indicates that he was
on active duty for 2 months and 8 days between 25 July and 2 October 2002
while he underwent training as a military policeman as a member of the
United States Army Reserve. That same separation document indicates that
he had 2 months and 10 days of prior active service.

3. On 24 February 2003 the applicant, still a member of the United States
Army Reserve was ordered to active duty in support of Operations Enduring
Freedom and Iraqi Freedom. He was released from active duty on 3 February
2004. Item 12d on his 2004 separation document incorrectly noted only 2
months and 8 days of prior active service from his 2002 separation document
but omitted the
2 months and 10 days of active service noted in item 12d of that separation
document.

4. A 3 December 2004 memorandum from the United States Army Recruiting
Command confirmed that the applicant's prior active service on his 2004
separation document should have been 4 months and 18 days and not the
2 months and 8 days which was recorded in item 12d of the 2004 separation
document.

5. Army Regulation 635-5, which establishes the policies and procedures
for the preparation and distribution of separation document notes that item
12d will reflect the total amount of prior active service from previously
issued separation documents.

6. Army Regulation 635-5 also states that separation documents will not be
completed for United States Army Reserve members on initial active duty for
training for less than 90 days unless the training resulted in an award of
a military specialty. This includes individual participating in the United
States Army Reserve Split Training Program.

DISCUSSION AND CONCLUSIONS:

1. The evidence available to the Board confirms that the applicant had 2
months and 10 days of prior active service at the time he completed his 2
months of 8 days of active service in February 2004. As such, at the time
his 2004 separation document was completed the applicant's 4 months and 18
days of total prior active service should have been captured in item 12d
and not just the 2 months and 8 days captured from his 2002 separation
document.

2. The information contained on the memorandum from the United States Army
Recruiting Command Liaison Office supports the foregoing conclusion.

BOARD VOTE:

___JS __ ___EA __ __CK ___ GRANT FULL RELIEF

________ ________ ________ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

________ ________ ________ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by

showing in item 12d on his 2004 separation document that he had 4 months
and 18 days of prior active service vice 2 months and 8 days.
