THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his previous request to the
Army Board for Correction of Military Records (ABCMR) for award of the
Presidential Unit Citation (PUC).

2.  The applicant states that, although he was assigned to HHC
(Headquarters and Headquarters Company), 2nd Battalion, 506th Infantry
(2/506 Inf), he was the medic attached to 3rd Platoon, Company A, 2/506 Inf
and was with the unit from 10-21 May 1969.

3.  The applicant provides, in addition to evidence previously provided,
several envelopes addressed to him at HHC, 2/506 Inf and forwarded to
Company A, 2/506 Inf.  These documents were not previously reviewed by the
ABCMR and are considered new evidence.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were
summarized in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR) in Docket Number
AR2003084860 on 5 August 2003.

2.  The applicant enlisted in the Regular Army for a period of 3 years on
4 October 1968.  Trained as a medic in military occupational specialty
(MOS) 91B, he served in Vietnam from 28 April 1969 through 6 April 1970 and
was assigned to HHC, 2/506 Infantry, 101st Airborne Division.

3.  Accepted policy for assignment of medics in infantry/cavalry battalions
during Vietnam was to assign the medics to the Medical Platoon in the
Headquarters and Headquarters Battalion.  Medics were then attached down to
platoon level in the battalion's three rifle companies.

4.  Letters written to the applicant during his tour of duty in Vietnam
were addressed to him at HHC, 2/506 Inf, 101st Airborne Division.  Once the
letters arrived at the 506th Infantry Battalion mailroom, they were
forwarded down to Company A where the applicant was assigned.

5.  The applicant's records show that he was a member of 2/506th Inf as
early as 1 May 1969.  An order awarding him the Bronze Star Medal for
meritorious service in connection with ground operations against a hostile
force covers the period 1 May 1969 to 28 February 1970.
6.  Army Regulation 600-8-22 (Military Awards) provides, in pertinent part,
that the Presidential Unit Citation (known as the Distinguished Unit
Citation until 3 November 1966) is awarded for extraordinary heroism in
action.  A unit must display such gallantry, determination and esprit de
corps in accomplishing its mission as would warrant award of the
Distinguished Service Cross to an individual.  Department of the Army
Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register)
indicates that Company A, 2/506 Infantry, 101st Airborne Division was cited
for award of the Presidential Unit Citation for the period 10-21 May 1969
by Department of the Army General Orders (DAGO) 16, dated 1972.  Soldiers
assigned or attached to Company A, 2/506 Infantry during the period 10-21
May 1969 are authorized permanent wear of the award.

DISCUSSION AND CONCLUSIONS:

1.  The applicant was a medic assigned to Medical Platoon, HHC, 2/506 Inf,
101st Airborne Division.  Medics were, by Army policy, further attached
down to infantry platoons in the three rifle companies of the battalion.

2.  The evidence shows that the applicant was attached to Company A, 2/506
Inf as a medic.  When he received mail addressed to him as a member of HHC,
the Battalion Mailroom forwarded it to him at Company A.

3.  The evidence further shows that that the applicant was serving with
Company A, 2/506 Inf during the period 10-21 May 1969 when the unit was
cited for award of the PUC.

4.  AR 600-8-22 provides that Soldiers assigned or attached to a unit
during the period for which the unit was awarded the PUC are entitled to
permanent award of the decoration.  The PUC should be added to the
applicant's DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
amendment of the ABCMR’s decision in Docket Number AR2003084860, dated
5 August 2003.  As a result, the Board recommends that all Department of
the Army records of the individual concerned be corrected by showing that
he was awarded the PUC for the period 10-21 May 1969 by DAGO 16, dated
1972.
