The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests entitlement to the “HiGrad” enlistment bonus,
(which the applicant referred to as the “$6000.00 College Credit Bonus”)
received by “all people who enlisted with 60+ college credit hours.”
2. The applicant states he was told that he was entitled to the enlistment
incentive since he met the requirements.
3. The applicant provides copies of his college transcripts, a copy of the
Army message authorizing the incentive, and a copy of his enlistment
contract.
CONSIDERATION OF EVIDENCE:
1. Records available to the Board indicate that the applicant received his
Master of Arts degree in 1993 from the University of Ohio at Athens. On 29
October 2003 he enlisted in the Regular Army for a period of 3 years, after
receiving a waiver for his brief period of prior active service (18 days)
with the Navy while attending Officer Candidate School. He was discharged
from the Navy in 1997 as a result of a virus. His service was not
characterized.
2. His Army enlistment contract indicates he was enlisting for training in
specialty 13R (Field Artillery Firefinder Radar Operator), but makes no
mention of a “HiGrad” enlistment bonus.
3. In the processing of this application an advisory opinion was provided
by officials at the Army Human Resources Command-Arlington which confirmed
that the applicant did meet the qualifications for entitlement to a
$6000.00 “HiGrad” enlistment bonus which was offered to non-prior
service/days of service individuals with 60 or more semester hours of
college education at the time the applicant enlisted. The applicant was
provided an opportunity to respond to the advisory opinion and concurred.
4. An October 2003 Military Personnel Message (Number 04-001) states that
a $3000.00 HiGrad bonus was authorized for all incentivised specialties for
non-prior service and days of service applicants with 30 to 59 semester
hours of college and “TSC 1-111A” (an Armed Services Vocational Aptitude
Battery score of 50 or better). A $6000.00 bonus was authorized for
applicants with 60 or more semester hours.
DISCUSSION AND CONCLUSIONS:
1. While the applicant’s enlistment contract may not reflect entitlement
to the $6000.00 “HiGrad” enlistment bonus there is sufficient evidence to
conclude that he was eligible for the bonus. It would be appropriate, and
in the interest of justice, to correct his records accordingly.
2. In view of the foregoing, the applicant’s records should be corrected
as recommended below.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending his 29 October 2003 enlistment contract to show that he was
eligible, and enlisted, for the “HiGrad” enlistment bonus in the amount of
$6000.00.
