      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his records be corrected to
show that he enlisted for a HIGRAD bonus.

2.  The applicant states, in effect, that his eligibility for a HIGRAD
bonus was verified during his processing at the Military Entrance
Processing Station, but it was not added to his enlistment contract.

3.  The applicant provides his enlistment contract; and a memorandum, dated
  17 April 2007, from his company commander.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Delayed Entry Program on 16 April 2003.
Page 4 of his DD Form 1966 (Record of Military Processing – Armed Forces of
the United States) noted that he was authorized, among other incentives, a
HIGRAD bonus of $6,000.00 per Headquarters, Department of the Army message
date time group 142014Z March 2003.  However, it is not listed on his
Statement for Enlistment United States Army Enlistment Program.

2.  On 2 September 2003, the applicant enlisted in the Regular Army for 4
years.

3.  In the processing of this case, an advisory opinion was obtained from
the Chief, Incentives and Budget Branch, Enlisted Accessions Division,
Office of the Deputy Chief of Staff, G-1.  The advisory opinion noted that
the applicant was eligible for a bonus of $6,000.00 based on his education
level of 60 or more semester hours of college credit, but the additional
$6,000.00 bonus was not annotated on his enlistment contract.  His total
bonus entitlement would have been $11,000.  The advisory opinion
recommended approval of the applicant’s request for a $6,000.00 bonus
payment based on the HIGRAD provisions in Headquarters, Department of the
Army bonus message, dated 17 March 2003.

4.  A copy of the advisory opinion was provided to the applicant for
comment.  He did not respond within the given time frame.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s DD Form 1966 noted that he was authorized, among other
incentives, a HIGRAD bonus of $6,000.00; however, this bonus was not listed
on his Statement for Enlistment United States Army Enlistment Program.

2.  The Office of the Deputy Chief of Staff, G-1 confirmed that the
applicant met the eligibility criteria for award of the $6,000.00 HIGRAD
bonus.  His enlistment contract should be corrected to show he enlisted for
this bonus, and he should be paid this bonus.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending his 2 September 2003 enlistment contract to show that he enlisted
for a HIGRAD bonus in the amount of $6,000.00, in addition to his other
incentives, and that he be paid this bonus.
