      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that two military courses he
completed be added to his separation document (DD Form 214).

2.  The applicant states, in effect, that the military courses in question
were not included on his DD Form 214.  He states that he successfully
completed the courses and earned having them properly recorded in his
record.

3.  The applicant provides two course completion certificates in support of
his application.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of alleged error or injustice
that occurred on 22 July 1955.  The application submitted in this case is
dated 29 July 2004.

2.  Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice.  This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitations if the ABCMR determines that it
would be in the interest of justice to do so.  In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.

3.  The applicant’s record shows that enlisted in the Regular Army and
entered active duty on 25 July 1952.  He trained in, was awarded and served
in military occupational specialty (MOS) 951.60 (Military Police).

4.  The record shows the applicant completed 1 year, 2 months and 20 days
of overseas service and that during his active duty tenure, he earned the
National Defense Service Medal, Korean War Service Medal with 2 bronze
service stars, United Nations Service Medal and Combat Infantryman Badge.
5.  On 22 July 1955, the applicant was honorably released from active duty,
by reason of expiration of term of service, after completing 2 years, 11
months and 28 days of active military service.  The DD Form 214 he was
issued at the time contains the entry “None” in Item 31 (Service Training
Courses Successfully Completed).

6.  The applicant provides a Department of the Army Certificate of Training
(DA AGO Form 87), dated 23 February 1955, in support of his application.
This document confirms that he satisfactorily completed the course of
Projectionist Training at the Sixth Army Regional Film Equipment Exchange,
Fort Lewis, Washington and was awarded License Number F-40.

7.  The applicant also provides a 44th Infantry Division School of
Standards Course Completion Certificate, dated 19 August 1954.  This
document confirms he successfully completed a leadership course in the 44th
Infantry Division.

8.  Special Regulation 615-360-1 (Separation of Enlisted Personnel), in
effect at the time, established the procedures to follow in separating
enlisted personnel.  It also described the proper method of execution and
disposition of the various forms, records and reports required.  Section IV
contained the policy for preparing and distributing separation forms, to
include the DD Form 214.  Paragraph 13 contained item-by-item instructions
for preparation of the DD Form 214.  The instructions for completing Item
31 stated to enter installation training courses (qualification courses),
military correspondence courses and off-duty courses the individual
completed successfully.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s contention that the two training courses he completed
should be added to his DD Form 214 was carefully considered and found to
have merit.  In accordance with the regulatory guidance in effect at the
time, all installation training courses successfully completed during the
period covered by the
DD Form 214 should have been entered in Item 31.

2.  The applicant provided training certificates that confirm he completed
Projectionist Training and a Leadership course during his active duty
tenure.  Thus, it would be appropriate to add these courses to Item 31 of
his separation document at this time.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief and to excuse failure to timely file.  As a
result, the Board recommends that all Department of the Army records of the
individual concerned be corrected by showing by amending Item 31 of his 22
July 1955
DD Form 214 by adding the following entries:  “Projectionist Training
(License Number F-40)” and “44th Infantry Division, School of Standards,
Leadership Course; and by providing him a corrected separation document
that includes these changes.
