      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Report of Separation from
the Armed Forces of the United States) be corrected to show he completed
the basic airborne training course.

2.  The applicant states that he completed the basic airborne training
course while assigned to the Panama Canal Zone.

3.  The applicant provides in support of his request a copy of his DD Form
214.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error which
occurred on
5 May 1969.  The application submitted in this case is dated 20 June 2004.


2.  Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice.  This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitation if the ABCMR determines that it
would be in the interest of justice to do so.  In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.

3.  On 12 May 1967, the applicant was inducted into the Army of the United
States.  He completed basic combat training and advanced individual
training (AIT) at Fort Leonard Wood, Missouri.

4.  The applicant attended AIT for completion of military occupational
specialty (MOS) 94B (Cook) from 14 July to 8 September 1967, which was
approximately 7 weeks.  He was awarded MOS 94B and, on 30 September 1967,
he was assigned to Headquarters and Headquarters Company,
8th Special Forces Group (Airborne), 1st Special Forces, Fort Gulick, Canal
Zone with duties in his MOS.

5.  On an unknown date in May 1969, the applicant returned to Fort Jackson,
South Carolina for separation processing.  On 5 May 1969, he was honorably
released from active duty and transferred to the United States Army
Reserve.

6.  The applicant's DD Form 214, Item 25 (Education and Training Completed)
is annotated "None."


7.  The applicant's DA Form 20 (Specialized Training) shows that he
completed the basic airborne training course on 15 April 1968; the duration
of the course was 3 weeks.  The available record does not contain a
certificate of completion for the basic airborne training course.  However,
his record does contain a VA Form 1307 (Individual Jump Record) which shows
the applicant made 12 jumps between 1 May 1968 and 16 April 1969 while he
was assigned to Headquarters Company, 8th Special Forces Group (Airborne),
1st Special Forces, Fort Gulick.

8.  The DA Form 20 also shows he competed the following training:  Code of
conduct, chemical biological and radiological, military justice and the
Geneva Convention.  However, these training courses were specialized
military training courses given to enhance his soldier skills and not his
MOS skills.

9.  Army Regulation 600-8-22 (Military Awards), in pertinent part, sets
forth requirements for award of the basic Parachutist Badge.  Award of the
Parachutist Badge requires that an individual must have satisfactorily
completed the prescribed proficiency tests while assigned or attached to an
airborne unit or the Airborne Department of the Infantry School, or have
participated in at least one combat parachute jump.

10.  Army Regulation 635-5 establishes the policies and procedures for
completion and distribution of the DD Form 214.  Army Regulation 635-5,
then in effect, stated that Item 25 will show major courses that were
successfully completed, and military sponsored courses completed in
civilian schools and colleges during period covered by the DD Form 214
being prepared.  This information is included to assist the soldier in job
placement and counseling after separation; therefore, specialized training
courses that relate to combat skills are not listed on the DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  The evidence supports that the applicant completed basic airborne
training,
3 weeks in 1968.

2.  The applicant completed training for MOS 94B, Cook, 7 weeks in 1968.

3.  The applicant's DD Form 214, Item 25 should be corrected to show both
of the above periods of training.

4.  The evidence also supports correcting the applicant's DD Form 214 to
show award of the basic Parachutist Badge.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief and to excuse failure to timely file.  As a
result, the Board recommends that all Department of the Army records of the
individual concerned be corrected by showing:

      a.  MOS 94B, Cook, 7 weeks in 1968;


      b.  The basic airborne training course, 3 weeks in 1968; and


      c.  Award of the basic Parachutist Badge.
