      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his earlier appeal to correct
his military records by changing his pay entry basic date (PEBD) and his
retirement date.

2.  The applicant states that he knows that his active duty time was not
calculated accurately because all of his military time was not included.
He had service in the Marine Corps and the National Guard.

3.  The applicant provides a copy of a 20 February 2004 memorandum showing
that his PEBD was changed to 24 August 1966, copies of tax withholding
records for 1970 and 1971, which shows that he was a member of the District
of Columbia Army National Guard (DCARNG), a copy of a DA Form 3298
(Authorization to Start or Stop BAQ Credit), dated 3 May 1971, which shows
that he was a member of the DCARNG, copies of pay vouchers which are almost
undecipherable, and a copy of a request for a statement of service
regarding his National Guard service.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were
summarized in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR) in Docket Number
AR2003092788 on 13 January 2004.

2.  A Statement of Service prepared on 9 March 1977 shows that the
applicant enlisted in the Regular Army on 24 August 1966 and was released
from active duty on 30 June 1969, and transferred to the Army Reserve.  He
served in the Army Reserve until his discharge on 19 January 1970 to enlist
in the Marine Corps Reserve.  He served in the Marine Corps Reserve until 5
October 1970, enlisting in the DCARNG the next day, 6 October 1970.  He
enlisted in the Regular Army on 27 July 1971 and remained on continuous
active duty until his physical disability retirement on 26 August 1986.  He
was placed on the retired list on 27 August 1986.

 3.  The 13 January 2004 Board proceedings corrected the applicant’s
records to reflect his PEBD as 24 August 1966, per the applicant’s request.
 Those proceedings indicated that he initially enlisted in the Regular Army
on 24 August 1966, was released from active duty and transferred to the
Army Reserve on       1 July 1969, reenlisting in the Regular Army on 27
July 1971.  The Board proceedings did not mention his service in the Marine
Corps Reserve or the DCARNG; nonetheless, the Board noted that he had no
break in military service from the date that initially enlisted in the Army
on 24 August 1966, and corrected his PEBD as indicated therein.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s service in the Marine Corps Reserve and the DCARNG is
noted; however, the period of this service was taken into account by the
        13 January 2004 Board.  All of his military service was considered.
 His PEBD and his retirement date are correct.

2.  The applicant has submitted neither probative evidence nor a convincing
argument in support of his request.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis to amend the decision of
the ABCMR set forth in Docket Number AR2003092788, dated 13 January 2004.
