reconsider the conclusions and recommendation appearing in proceedings

CONSIDERATION OF ADDITIONAL EVIDENCE:
21. On 22 April 2004 new information was received from the applicant in
regard to the decision of the Army Board for Correction of Military Records
(ABCMR) in Docket Number AR2003091490, dated 28 August 2003.
22. The evidence submitted consists of an undated letter from the
applicant questioning certain aspects of the above-cited case. In
particular:
a. Paragraph 9 states he was trained in military occupational
specialty (MOS) 1745, Field Clerk. The applicant argues this is incorrect;
he was a trained infantryman.
b. Paragraph 10 states that, according to Hospital Admission Data
Cards created by the Office of The Surgeon General (SGO) of the Army, he
was hospitalized in Japan in March 1952. The applicant states this is
incorrect; he was fighting in Korea in March 1952.
c. Paragraphs 11 and 17 state that he was assigned to Company F, 5th
Infantry Regiment, 71st Infantry Division. The applicant states there was
no 71st Infantry Division in Korea during the war.
d. Paragraph 13 states he was involuntarily extended on active duty
in accordance with Public Law 624. The applicant states he "volunteered to
extend" his enlistment to serve in Korea.
ADDITIONAL DISCUSSION AND CONCLUSIONS:
8. At the time of the decision of the ABCMR in Docket Number AR2003091490,
dated 28 August 2003, it was the intent of the ABCMR to make the
applicant’s record as administratively correct as it should properly have
been at the time.
9. The ABCMR's decision in Docket Number AR2003091490, erroneously
interpreted certain pieces of information. The following discussion
illustrates pertinent errors.
a. The applicant was never trained as a "Field Clerk." His DD Form
214 shows his MOS as 1745; this MOS is a light weapons infantry leader
(e.g., squad leader, platoon sergeant, first sergeant). Because there is
no related civilian
equivalent occupation, the individual completing the DD Form 214 entered
"Field Clerk 1-49.879" in Block 5, next to MOS. The applicant was an
infantryman. Because the entry "Field Clerk 1-49.879" in Block 5 is
confusing, it should be deleted.
b. The SGO Hospital Admission Card cited as proof the applicant was
in Japan in March 1952 was misinterpreted. The applicant was diagnosed
with acute urethritis, but was not hospitalized and lost zero days from
duty. The SGO Card specifically states "Carded for record only." That
means that the Army needed to maintain statistics on such diagnoses. The
Army facility in Japan was probably the repository for such statistics.
The applicant was not in Japan in March 1952.
c. The 71st Infantry Division was activated on 15 July 1943 at Camp
Carson, Colorado. It served in the European Theater of Operations during
World War Two and the 5th Infantry Regiment was one of three infantry
regiments assigned to it. The division was inactivated on 11 March 1946 at
Camp Kilmer, New Jersey. The applicant never served with the 71st Infantry
Division in Korea.
d. The 5th Infantry Regiment was inactivated after World War Two,
but was reactivated in Korea on 1 January 1949 with the mission to provide
security while all US Forces were withdrawn from the peninsula. The
Regiment left Korea in June 1949 and was transferred to Schofield Barracks,
Hawaii. When the Korean War broke out, the 5th Infantry Regiment deployed
to Korea on 25 June 1950 as a Regimental Combat Team (RCT). The 5th RCT
was variously assigned to the 25th Infantry Division, 1st Cavalry Division,
and 24th Infantry Division during the war. The applicant was a member of
Company F, 5th Regimental Combat Team as his most significant duty
assignment during the Korean War period.
e. In reaction to the crisis in Korea, President Truman and Congress
mobilized U.S. forces. The Army's authorized strength increased from
630,000 when the war began to 1,263,000 by 31 December 1950. Other
measures were taken to sustain that strength, specifically the President
was authorized to extend enlistment contracts involuntarily for men and
women in all components and services (PL 624, 81st Congress, 27 Jul 50).
The applicant's 3-year enlistment of 1 November 1949 would have expired on
31 October 1952; he was separated on 14 January 1953 and the entry "1yr
invol ext PL 624" was placed on his DD Form 214. This was a pro forma
entry on the records of all servicemen extended
beyond their ETS (expiration of term of service) dates. It does not mean
that the applicant did not volunteer to serve in combat. There are no
provisions for entries on the DD Form 214 to signify volunteering for
combat. Paragraph 13 is essentially correct as written.
10. The ABCMR decision in Docket Number AR2003091490, dated 28 August
2003, should be corrected to reflect:
a. In paragraph 9, that he served as a light weapons infantry leader
(infantryman), not a "Field Clerk." "Field Clerk" should be deleted and
replaced by "Light Weapons Infantry Leader."
b. In paragraph 10, that he was treated in Korea, not Japan, for
acute urethritis in March 1952, but lost no time as a result. "Japan"
should be deleted and replaced by "Korea."
c. In Paragraphs 11 and 17, that he was a member of Company F, 5th
Regimental Combat Team and any mention of the 71st Infantry Division be
deleted. Delete "71st Infantry Division" and replace it with "(Regimental
Combat Team)."

BOARD DETERMINATION/RECOMMENDATION:
4. The Board determined that the evidence presented was sufficient to
warrant amendment of the decision of the Army Board for Correction of
Military Records set forth in Docket Number AR2003091490, dated 28 August
2003, by:
a. Deleting the entry "Field Clerk 1-49.879" from Block 5 of the DD
Form 149 of the individual concerned and inserting the words "Not
Applicable."
b. Inserting the words "(Regimental Combat Team)" in Block 28 of the
individual's DD Form 214 after the expression "REGT," and
c. By correcting ABCMR Proceedings Docket Number AR2003091490 as
stated in paragraph 10 of ADDITIONAL DISCUSSION AND CONCLUSIONS.
