Exhibit A - Application for correction of military records.

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that an additional two years be added to her
constructive service credit for a total of five years, six months, and 24
days.
2. The applicant states that she was given three years, six months, and 24
days of constructive service credit for her years of experience as a nurse
upon her enlistment. She states that she should have been given an
additional 2 years of constructive service credit for her master's degree
earned on 14 May 1999.
3. The applicant provides a copy of her appointment letter, a copy of a
diploma for a Master of Science degree from Arizona State University, a
copy of Family Nurse Practitioner Certificate from the state of Arizona, a
copy of transcripts from Arizona State University, excerpts from Army
Regulation 135-101, and a letter from Headquarters, United States Army
Recruiting Command.
CONSIDERATION OF EVIDENCE:
1. The applicant’s military records show that she was commissioned as a
first lieutenant in the Army Nurse Corps in the United States Army Reserve
on
12 July 1999. She was given three years, six months, and 24 days of
constructive service credit at that time.
2. Transcripts from Arizona State University, provided by the applicant,
show that the applicant received a Bachelor of Science Degree in Nursing on
16 May 1997.
3. Transcripts from Arizona State University, provided by the applicant,
show that the applicant attended full time equivalent education during the
1997-1998 and 1998-1999 school years and was awarded a Master of Science
degree in Nursing on 14 May 1999.
4. A letter from Headquarters, United States Army Recruiting Command, Fort
Knox, Kentucky, dated 12 April 2004, states that the applicant was not
awarded credit for her advanced education and recommends that the
constructive service credit calculated for the applicant reflect five
years, six months, and 24 days.
5. Army Regulation 135-101 (Appointment of Reserve Commissioned Officers
for Assignment to Army Medical Department Branches) prescribes policy,
procedures and eligibility criteria for appointment in the Reserve
Components of the Army in the six branches of the Army Medical Departments
(AMEDD). Paragraph 4 of Table 3-1 of this regulation states, “Credit for
additional advanced degrees (see Table 3-4). Degree must add adjunctive
skills to primary specialty and must contribute directly to performance in
anticipated duty position. Credit is awarded based on full-time equivalent
education up to 24 months for a master’s degree or up to 36 months for a
doctorate. Additional degree must not have been earned concurrently with
primary credential.” For Army Nursing Corps the table indicates one year
for each year (or school year) limited by level of degree.
6. Army Regulation 135-101, Table 3-4, lists the specialties, which are
authorized additional constructive service credit for advanced degrees.
Nursing is listed as a specialty and specifies that up to two years can be
credited for the Masters level.
DISCUSSION AND CONCLUSIONS:
1. Transcripts from Arizona State University show that the applicant
earned her Bachelor of Science Degree in Nursing on 16 May 1997 and her
Master of Science Degree in Nursing on 14 May 1999, thereby showing her
advanced degree was earned subsequent to her primary credential.
2. The transcripts show that the advanced degree adds adjunctive skills to
the applicant's primary specialty that will contribute directly to
performance in future duty positions.
3. Therefore, the applicant's Master of Science in Nursing degree should
have been authorized constructive service credit for establishing her entry
grade and promotion eligibility dates.
4. Headquarters, United States Army Recruiting Command, Fort Knox,
Kentucky stated that the applicant was not awarded credit for her advanced
education.
5. Therefore, in view of the above, the applicant should be given an
additional two years constructive service credit.
6. If this correction results in the applicant’s eligibility for earlier
promotion consideration, she should be afforded promotion consideration
under the criteria for the year(s) she was not considered.

That all of the Department of the Army records related to this case be
corrected by:
a. showing that the applicant was awarded two additional years of
constructive service credit at the time of her commission, giving her a
total of five years, six months and 24 days of constructive service credit;
and
b. affording her promotion consideration under the criteria for the
year(s) she was not considered if this correction results in her
eligibility for earlier promotion consideration.
