         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military records.

         Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests reconsideration of his earlier request to the Army Board for Correction of Military Records (ABCMR) to update his Air Medals.

2. The applicant states that his records should be corrected to show his additional awards of the Air Medal (first through the eighth oak leaf clusters (OLCs). He also states that he was awarded the additional awards of the Air Medal for the many air-land assaults he participated in while serving in Vietnam.

3. The applicant provides a copy of his award certificate and citation for the Air Medal (first through the eighth OLCs).

CONSIDERATION OF EVIDENCE:

1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR2002078228 on 27 March 2003.

2. The Board originally concluded that there was no evidence of record, and the applicant had provided no evidence that shows he was recommended for or awarded any additional awards of the Air Medal. Therefore, there was no basis for granting his request.

3. The applicant's records shows that he was awarded the basic award of the Air Medal for meritorious achievement while participating in aerial flight in the Republic of Vietnam from July to August 1968.

4. The applicant provided a copy of a citation and award certificate that shows he was awarded the Air Medal (first through eighth OLCs) for meritorious achievement, while participating in aerial flight, in support of ground forces in the Republic of Vietnam from June 1968 to May 1969.

5. A copy of orders awarding the applicant the Air Medal (first through the eighth OLC) was provided by the Army Human Resources Command (AHRC), Military Awards Branch.

DISCUSSION AND CONCLUSIONS:

1. The applicant was awarded the basic Air Medal as discussed in his previous Board Proceedings.



2. The evidence provided by the applicant and the AHRC, Military Awards Branch clearly shows that he was awarded the Air Medal (first through the eight OLCs). Under the numeral system, with the first OLC equaling number "2", the applicant's records should be corrected to show the number "9" associated with the Air Medal. Therefore, he is entitled to correction of his records to show the Air Medal with numeral "9."

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMR’s decision in Docket Number AR2002078228, dated 27 March 2003. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing that he was awarded the Air Medal with numeral "9."
