         I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual. A quorum was present during the further consideration and deliberation. The findings appearing in proceedings dated 4 March 2003 were affirmed. The following additional findings, conclusions, and recommendation were adopted by the Board.

         The Board convened at the call of the Director on the above date to reconsider the conclusions and recommendation appearing in proceedings dated 6 December 2001 .

THE BOARD ADDITIONALLY FINDS:

15. On 2 May 2003, subsequent to the approval of the Board’s recommendation, an official of the awards branch of the Total Army Personnel Command (PERSCOM) identified errors in the Board’s 4 March 2003 Proceedings (AR2002080886) and recommendation based on a review of the applicant’s Official Military Personnel File (OMPF), awards, files, and records.

16. The error identified was in regard to the Army Good Conduct Medal period of qualifying service identified by the Board in its record of proceedings, and in the Board’s recommendation that the applicant be awarded the Army Good Conduct Medal. The Board recommended that the Army Good Conduct Medal, for his period of qualifying service from 11 December 1963 through 10 December 1967, be added to the applicant’s record based on orders published at Fort Campbell, Kentucky. However, PERSCOM awards officials correctly point out that the actual qualifying period for this award on the applicant should have been the three year period from 11 December 1963 through 10 December 1966. As a result, the Board action should have been to correct the record to show the applicant earned the award and to amend the period of the award to accurately reflect the correct three year qualifying period.

17. Based on the Board’s original recommendation, PERSCOM has published Permanent Orders Number 132-3, announcing the applicant’s award of the Purple Heart. It has revoked the Fort Campbell Army Good Conduct Medal published on the applicant, and published Permanent Orders Number 132-5, which awards the applicant the Army Good Conduct Medal (First Award), for his qualifying period of honorable active duty service from 11 December 1963 through 10 December 1966.

THE BOARD ADDITIONALLY CONCLUDES:

6. At the time of the 4 March 2003 decision in this case (AR2002080886), it was the intent of the Board to make the applicant’s record as administratively correct as it should properly have been at the time of his separation from the Army.

7. Notwithstanding the normal legal finality applicable to the decisions rendered by this Board, in view of the additional factors in this case, the Board finds the original relief granted in this case should be amended.

8. The Board concludes that the relief granted in its original findings should be modified by changing the portion of the recommendation that pertained to the award of the AGCM.

9. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.

THE BOARD RECOMMENDS:

That all of the Department of the Army records related to this case be corrected by amending the recommendation appearing in the Proceedings (AR2002080886), dated 4 March 2003, to show that the individual concerned earned the Purple Heart, Air Medal, Army Good Conduct Medal (First Award), and Republic of Vietnam Gallantry Cross with Palm Unit Citation; and by providing him a corrected separation document that includes these awards.
