2. The applicant requests that his records be corrected to show he was awarded the National Defense Service Medal, ribbons from Korea and Panama, and any other ribbon to which he is entitled.
3. The applicant states that he was never awarded ribbons. Counsel for the applicant opines that applicant’s submission, in conjunction with the official Army records, amply advance his contentions and substantially reflect the probative facts needed for equitable review.
4. The applicant’s military records show that after having had prior service in the Army National Guard, he enlisted in the Regular Army on 7 May 1963. He served in Korea from 14 May 1963 – 29 May 1964 as a wheel vehicle mechanic. He served in Panama from 10 July 1964 – 22 April 1966 as a wheel vehicle mechanic. He was released from active duty on 9 July 1966. His Report of Transfer or Discharge, DD Form 214, shows that he was awarded the Army Good Conduct Medal and the sharpshooter badge, rifle.
5. Army Regulation 600-8-22 provides for award of the National Defense Service Medal for honorable active service between 1 January 1961 and 14 August 1974, for award of the Armed Forces Expeditionary Medal for service in Korea from 1 October 1966 to 30 June 1974 and in Panama from 20 December 1989 to 31 January 1990, and the Korean Service Medal for service in Korea between 27 June 1950 and 27 July 1954.
6. An Authorization for Issuance of Awards, DA Form 1557, dated 17 October 1977 authorized the applicant award of the National Defense Service Medal.
CONCLUSIONS:
1. The applicant met the eligibility criteria for award of the National Defense Service Medal and it should have been reflected on his DD Form 214.
2. The applicant did not meet the eligibility criteria for award of the Armed Forces Expeditionary Medal (for service in either Korea or Panama) nor for award of the Korean Service Medal. It does not appear the applicant is eligible for any other awards.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That the applicant’s DD Form 214 be amended to add the National Defense Service Medal and that the National Defense Service Medal be issued to him.
2. That so much of the application as is in excess of the foregoing be denied.
