         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his records be corrected to reflect award of the Joint Service Commendation Medal. He states, in effect, that he received the award as a retirement award but it was never added to his separation document. He states that with the passage of time, he no longer has a copy of the orders awarding him the decoration. He states that because it was a retirement award, it would be appropriate to have the decoration recorded on his separation document. In support of his request he submits a copy of a document he refers to as the "last salute" and a copy of a photograph showing his receipt of the Joint Service Commendation Medal.

3. Records available to the Board indicate that the applicant retired after 20 years of active Federal service on 31 July 1976. His records contain a copy of orders issued on 19 July 1976 by the United States Readiness Command at MacDill Air Force Base, confirming the applicant's award of the Joint Service Commendation Medal. The award recognized the applicant's meritorious service during the period 1 August 1971 through 31 July 1976. The award, however, was omitted from his 31 July 1976 separation document.

CONCLUSIONS:

1. The evidence confirms that the applicant was awarded the Joint Service Commendation Medal. His records should be corrected to reflect the award.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Joint Service Commendation Medal.
