2. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be amended to add two Army Achievement Medals (AAMs) and to show he completed DARE (Drug Abuse Resistance Education) training.
3. The applicant states that he provides his DD Form 214, AAM certificates, orders for his first AAM, and his DARE training certificate as supporting evidence.
4. The applicant’s military records show that he enlisted in the Regular Army on 12 August 1986. He completed basic training and advanced individual training and was awarded military occupational specialty 95B (Military Police).
5. The applicant provides a Certificate of Completion dated 12 August 1988 showing he completed an 80-hour course of training in DARE, certified by the Los Angeles Police Department.
6. The applicant was awarded the AAM on 187th Personnel Service Company Permanent Orders 67-45 dated 16 October 1988 for the period for meritorious (achievement) on 28 August 1988.
7. The applicant provides an AAM citation showing he was awarded the AAM for meritorious achievement from 24 August 1988 to 13 February 1989 while serving as a DARE officer for the Mannheim Military Community. He taught the DARE program to over 1900 students of the Mannheim Elementary School.
8. The applicant was released from active duty on 8 June 1989. His DD Form 214 does not show the AAM as an authorized award. It does not show that he completed DARE training.
9. On 6 August 2003, the Military Police School confirmed that DARE training was given in a formal classroom setting at military installations by certified instructors from various police departments to "teach the teachers."
10. Army Regulation 635-5 prescribes the separation documents prepared for soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states that in-service training courses (title, number of weeks, and year successfully completed during the current period of service) would be entered in item 14.
CONCLUSIONS:
1. Orders are available which show the applicant was awarded the first award of the AAM. The Board accepts the second AAM citation as sufficient evidence to show he was awarded a second award of the AAM.
2. The Board accepts the DARE training certificate as sufficient evidence to show the applicant completed an 80-hour (2-week) in-service course authorized for entry on his DD Form 214. His DD Form 214 should be amended to add this course.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That the applicant's DD Form 214 be amended by showing he was awarded two Army Achievement Medals and by showing he completed a 2-week Drug Abuse Resistance Education course in 1988.
