2. The applicant requests that the Army Commendation Medal (ARCOM) be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty).
3. The applicant states that he was given the ARCOM in an awards ceremony before he went on leave. He was given the medal but only the certificate was in the green presentation binder. He was told he would be sent his orders in a few days. He never received them. He provides his DD Form 214 and his ARCOM certificate as supporting evidence.
4. The applicant’s military records show that he enlisted in the Regular Army on 8 February 1984. He completed basic training and advanced individual training and was awarded military occupational specialty 67U (Medium Helicopter Repairer).
5. On 2 August 1984, the applicant was assigned to Company B, 159th Aviation Battalion, Fort Campbell, KY as a medium helicopter repairer. On 17 July 1985, he was reassigned to Headquarters and Headquarters Company, 159th Aviation Battalion as reassignable overstrength.
6. The applicant's DA Form 2A (Personnel Qualification Record, Part I) dated 22 January 1987 showed his position as reassignable overstrength.
7. The applicant provides an ARCOM certificate dated 20 January 1987. This certificate indicates the applicant was awarded the ARCOM for meritorious service while assigned to the S-1 (personnel) office in the 159th Aviation Battalion from 30 July 1984 through 6 February 1987.
8. On 2 February 1987, the applicant was released from active duty. The ARCOM is not listed on his DD Form 214.
CONCLUSIONS:
1. The Board accepts the provided ARCOM certificate as sufficient evidence that the applicant was awarded the ARCOM. It is dated shortly before he separated, the period of service is correct, and the service description would fit a soldier assigned to a battalion headquarters and headquarters company in a reassignable overstrength position.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That the applicant's DD Form 214 be amended to add the Army Commendation Medal.
