         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: Award of the Aircraft Crewman Badge.

APPLICANT STATES: As a qualified rotary wing maintenance crew member, he flew routine recovery missions while on active duty in South Vietnam, qualifying for award of the Aircraft Crewman Badge. This award was not formally entered into his official military records, but he certainly earned it and is entitled to it.

EVIDENCE OF RECORD: The applicant's military records show:

That he completed advanced individual training for military occupational specialty (MOS) 67A, Aircraft Maintenance Repairman, on or about 15 August 1968. On 26 September 1968, he was assigned in a 67A, Aircraft Maintenance Repairman, duty position in Headquarters and Headquarters Company, 160th Aviation Group, in Vietnam. On 17 October 1968, he was reassigned to Company B,
101st Aviation Battalion, in Vietnam, in a 67A duty position. On 4 September 1969, he was enroute to Fort Stewart, Georgia, where he was assigned on
17 October 1969 in a 67N, UH-1 Helicopter Repairman, duty position. On
18 February 1971, he was honorably released from active duty at the expiration of his term of service, as a Specialist Five, pay grade E-5, and transferred to the
U. S. Army Reserve (USAR) Control Group (Reinforcement). He was honorably discharged from the USAR on 1 February 1974.

For his Vietnam service, he was awarded the Bronze Star Medal as a member
of Company B, 101st Assault Helicopter Battalion, for meritorious service in connection with military operations against a hostile force, during the period of
1 April 1968 to 30 November 1968. He was awarded the Army Commendation Medal as a member of Company B, 101st Assault Helicopter Battalion, for meritorious achievement during the period of 4 November 1968 to 4 July 1969. He was awarded the Republic of Vietnam Campaign Medal with 60 devise and the Vietnam Service Medal (VSM) for which he is authorized 4 bronze service stars for participation in the Vietnam Counteroffensives Phase V and VI, the
Tet 69 Counteroffensive, and the Vietnam Summer-Fall 1969 campaigns.

According to Army Regulation 672-5-1 (Military Awards), in effect at the time, an individual who performed in one of the duties specified below for not less than
12 months or was school trained for a principal duty in one of the following duties, would be authorized to wear the Aircraft Crewman Badge: crew chief, airborne electronic sensory system operator or supervisor, flight engineer, observer, aeromedical physician assistant, medical aid person, gunner, aircraft maintenance supervisor, or technical inspector.

The Department of the Army, General Orders number 8, published in 1974, awarded the Republic of Vietnam Gallantry Cross with Palm Unit Citation to Headquarters, U.S. Army, Vietnam and subordinate units for the period of
20 July 1965 to 28 March 1973.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1. The applicant did not occupy a position authorized award of the Aircraft Crewman Badge nor is there any evidence that he was assigned as a member of an aircraft crew.

2. In view of the foregoing, there is no basis for granting the applicant's request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

NOTE: The Army Review Boards Agency Support Division will be asked to administratively correct the records to show that the applicant is entitled to
4 bronze service stars for the VSM and to the Republic of Vietnam Gallantry Cross with Palm Unit Citation.
