         IN THE CASE OF:

         BOARD DATE: 31 OCTOBER 2002
         DOCKET NUMBER: AR2002080227

I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual.

The following members, a quorum, were present:

Mr. Curtis L. Greenway Chairperson
Ms. Regan K. Smith Member
Mr. Donald P. Hupman, Jr. Member

The applicant and counsel if any, did not appear before the Board.

The Board considered the following evidence:

Exhibit A - Application for correction of military
records
Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.

2. The applicant requests that her DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected by changing her separation date to read 27 September 2002, and by showing she was awarded the Army Achievement Medal (AAM) and the Army Commendation Medal (ARCOM).

3. The applicant states that her DD Form 214 should be corrected to show her separation date as 20020927, and that she was awarded the AAM and the ARCOM. In support of her request she submits a copy of her amended separation orders, and her approved recommendations for award of the AAM and the ARCOM.

4. The applicant’s military records show that Orders A-07-004556A03, dated
23 July 2002, extended her active duty commitment by 69 days, showing an end date of 27 September 2002.

5. The award of the applicant’s AAM was approved on 14 March 2002, and the award of her ARCOM was approved on 17 September 2002.

CONCLUSIONS:

1. The applicant’s active duty service commitment was extended by 69 days, which changed her separation date from 21 July 2002 to 27 September 2002, and her DD Form 214, item 12b (Separation Date this Period) should be corrected to reflect this change.

2. The applicant was awarded the AAM and the ARCOM, and her DD Form 214, item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) should be corrected by adding these awards.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.

Evidence of record shows the applicant was recommended and approved for the award of the ARCOM. However, the orders approval authority approved the award of the AAM and issued an AAM certificate in October 2002 instead of the ARCOM. There is no documentation of the applicant’s official status for the period from 11 June 1986 through 27 August 1987 (1 year, 2 months, 17 days); however, it appears that the KSARNG had some type of information that showed that the applicant was in an inactive reserve status during this period. The Board finds that the orders awarding the applicant her 1983 and 1986 AAM are in error. While the actual orders for the applicant’s ARCOM have not been located, the Board concludes that the...
