2. The applicant requests that his DD Form 214 (Certificate of Release or Discharge) of 31 August 2000, be corrected to show his service in Southwest Asia (SWA) from 19 January 1991 through 22 April 1991.
3. The applicant states that he was deployed to Israel during the above noted time in direct support of Operation Desert Storm.
4. The applicant’s military records show that he entered active duty on 22 August 1980 and served continuously until his retirement on 31 August 2000.
5. Headquarters 32nd Army Air Defense Command, Permanent Orders 6-3 show that Battery B, 4th Battalion, 43rd Army Air Defense Command, the unit to which the applicant was assigned as a Launch Section Chief, was assigned to the 32nd Army Air Defense Command and attached to the Joint Task Force Patriot in direct support of Operation Desert Storm effective 22 January 1991.
6. A DA Form 638-1 (Recommendation for Award) shows that the applicant was recommended for an award for achieving a 72-hour deployment and for the performance of his unit during Operation Desert Storm. The period cited is 19 January 1991 through 3 April 1991.
7. The applicant’s records show that he served a second time in SWA for the period 15 May 1995 through 7 October 1995.
8. Army Regulation 600-8-22 provides that service in the Persian Gulf War is to be recognized by award of the Southwest Asia Service Medal (SWASM) to Army members who participated in Operations Desert Shield/Desert Storm in the designated area on or after 2 August 1990. The regulation also provides that members of the Armed Forces of the United States serving in Israel, Egypt, Turkey, Syria and Jordan between 17 January 1991 and 11 April 1991 are eligible for this award provided they were under the command of U.S. Central Command or directly supporting military operations in the combat theater.
CONCLUSIONS:
1. The Board finds that there is sufficient evidence of record to show that the applicant does meet the criteria for recognition as being assigned to duty in during Operation Desert Storm for the period of 19 January 1991 through 3 April 1991.
2. It is in the interest of justice to correct the record to show this period of service in SWA.
3. In view of the foregoing findings and conclusions, correcting the applicant’s records as recommended below will correct an error.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected by issuing the applicant a DD Form 215 (Correction to the DD Form 214) showing that he was assigned duties in support of Operation Desert Storm for the period of 19 January 1991 through 3 April 1991.
2. That so much of the application as is in excess of the foregoing be denied.
