         The applicant and counsel if any did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
Records
         Exhibit B - Military Personnel Records (including
         Advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests the correction of his discharge document to reflect his second award of the Army Achievement Medal.

3. The applicant states that his discharge document does not reflect that he was twice awarded the Army Achievement Medal.

4. In support of his request he submits copies of two Army Achievement Medal certificates received for exceptionally meritorious service. One certificate is for the period May 1983 through April 1985, signed 1 April 1985 and the other for the period 10 April 1985 through 30 September 1985, signed 9 October 1985.

5. The applicant’s military records show that he entered onto active duty 28 December 1982, was trained in military occupation specialty 75B10, achieved the rank of specialist, and was released from active duty on 30 September 1987. His character of service was honorable.

6. No entry, copy of an order or certificate is present in the records that reflect award of the Army Achievement Medal.

7. His DD Form 214 (Certificate of Release or Discharge From Active Duty) reflects the award of one Army Achievement Medal.

8. Army Regulation 600-8-22 provides, in pertinent part, that the Bronze Oak Leaf cluster is awarded to denote the second and succeeding awards of a certain decorations, among which is the Army Achievement Medal.

CONCLUSIONS:

1. The Board, in this case, will accept the certificate provided by the applicant as evidence that he was twice awarded the Army Achievement Medal. Accordingly, it would be appropriate to correct his record to reflect that he was twice awarded the Army Achievement Medal.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.










RECOMMENDATION:

That all of the Department of the Army records related to this case by showing that the individual concerned was twice awarded the Army Achievement Medal.
