2. The applicant requests reconsideration of his previous application to correct his military records to show that he was separated with a military occupational specialty (MOS) of 76Y30 vice 76Y10. He submits additional documents from his military personnel file which reflect his MOS as 76Y30 at the time of his separation.
3. The Memorandum of Consideration (MOC) of the Board’s 26 February 2002 review of the case (AR2001060607) is incorporated herein by reference as if wholly set forth. The applicant’s submission is a new argument that requires Board consideration.
4. The applicant's military personnel file indicates he enlisted for training in MOS 76Y30, was awarded that specialty in July 1973 following completion of training, promoted in that specialty in April 1974, tested in that specialty in 1974 and 1975 and performed duties in that specialty throughout the duration of his enlistment. The only two documents in his file which reflect that his MOS was 76Y10 was the 1976 order releasing the applicant from active duty and his 1976 DD Form 214 (Report of Separation from Active Duty).
5. In 1977 the 76 (Supply) Career Management Field (CMF) was revised in support of the Enlisted Personnel Management System (EPMS). Under EPMS all military occupational specialties were reconfigured to reflect a fixed grade-skill level relationship (i.e. skill level 1-pay grade E-4 and below, skill level 2-pay grade E-5, skill level 3-pay grade E-6, etc.). Prior to the 1977 CMF revision a soldier serving in specialty 76Y30 was not an indication of the individual's pay grade.
CONCLUSIONS:
1. The evidence available to the Board confirms that the applicant did in fact hold MOS 76Y30 at the time of his separation from active duty in 1976. His CMF was not reconfigured to reflect the grade/skill level relationship until 1977, after the applicant was released from active duty.
2. The Board concludes there is sufficient evidence to confirm that the applicant's 1976 separation document should reflect that he was separated in MOS 76Y30 vice 76Y10.
3. In view of the foregoing findings and conclusion, correcting the applicant’s records as recommended below would correct an error.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that he individual concerned was separated in MOS 76Y30 vice 76Y10.
