2. The applicant requests that block 11 of his report of separation (DD Form 214) dated 31 August 1999, be corrected to reflect the amount of time he served as a UH-1 pilot, a UH-60 pilot and as a UH-60 instructor pilot.
3. The applicant states, in effect, that his DD Form 214 does not reflect that he served as a UH-1 pilot for 1 year, a UH-60 pilot for 6 years and 1 month and a UH-60 instructor pilot for 11 years and 11 months.
4. The applicant’s military records show that he completed the aviation warrant officer basic course in August 1980 and was awarded the military occupational specialty (MOS) of a UH-1 pilot (153B0). He served in that position for 1 year before transitioning to the MOS of a UH-60 pilot (153D0), where he served for 6 years and 1 month, when he completed the UH-60 Instructor Pilot Course in September 1987 and was awarded the MOS 153DC. He served in MOS 153DC for a period of 11 years and 11 months before he was retired in the rank of CW4 on 31 August 1999.
5. At the time of his retirement, his DD Form 214 indicated in block 11, that he had served in MOS 153DC as a UH-60 pilot for “0” years and “0” months.
CONCLUSIONS:
1. The applicant’s DD Form 214 clearly does not reflect the applicant’s MOS qualifications over a 19-year period in Army Aviation. Therefore, it would be in the interest of justice to correct this administrative oversight at this time.
2. Accordingly, the applicant’s records should be corrected to reflect in block 11 of his DD Form 214 dated 31 August 1999, that he held the primary specialty of 153B0 – UH-1 pilot for 1 year and 0 months, the primary specialty of 153D0 – UH-60 Pilot for 6 years and 1 month and the primary specialty of 153DC – UH-60 Instructor Pilot for 11 years and 11 months.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing that the individual concerned held the primary specialty of 153B0 – UH-1 pilot for 1 year and 0 months, the primary specialty of 153D0 – UH-60 Pilot for 6 years and 1 month and the primary specialty of 153DC – UH-60 Instructor Pilot for 11 years and 11 months, instead of 153DC – UH-60 Pilot for 0 months and 0 days, as currently reflected on his DD Form 214 dated 31 August 1999.

He notes that the incentive bonus would have “amounted to $12,000.00 per year for every year [he] remained in an active AH-64 pilot position” and contends that he would have served for 3 years and 6 months as an AH-64 pilot following completion of training, which he estimated to be approximately 6 months. However, during the period in question the Army did have a “Limited Call to Active Duty Program” which permitted United States Army Reserve warrant officers to volunteer for active duty. ...

The applicant contends the rater and SR evaluated him on duties outside his MOS and not in accordance with Army regulation. Further, the regulation also requires that any report with a potential evaluation in Part Vd of “Do not promote” or narrative comments to that effect from any rating official require referral to the rated officer. The contested OER was completed by the correct rating officials.
