         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: In effect, that his DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be amended to include the Presidential Unit Citation.

APPLICANT STATES: In effect, that he believes that he was awarded the Presidential Unit Citation while serving with the 106th General Hospital, Yokohama, Japan (USARJ) from November 1968 to May 1970.

EVIDENCE OF RECORD: The applicant's military records show:

The applicant was inducted into the Army of the United States on 8 May 1968. On 13 May 1968, he was honorably discharged under the provision of
Army Regulation 635-200, Paragraph 5-10, to enlist in the Regular Army.

On 14 May 1968, he enlisted in the Regular Army for a period of three years for an initial assignment in Army Career Group 91 and assignment with the Special Forces.

Following completion of basic combat training at Fort Lewis, Washington, and advanced individual training in the military occupational specialty classification (MOSC) 91A (Medical Corpsman) at Fort Sam Houston, Texas, he was assigned to the 106th General Hospital in Japan on 28 November 1968.

The applicant remained assigned to that unit and on 15 January 1970 he was promoted to the rank and pay grade of Specialist 5, E-5, the highest rank and pay grade that he attained during his military service.

On 1 May 1970, the applicant was honorably released from active duty with
1 year, 11 months and 24 days net active service and 1 year, 5 months and 4 days service in Japan. The applicant was transferred to the U.S. Army Reserve Control Group (Reinforcement) to complete the remainder of his Universal Military Training and Service Act obligation. He was released from active duty in May 1970 because the Army did not fulfill its obligation - the applicant's assignment to the Special Forces.

During the period of his service, the applicant was awarded the National Defense Service Medal, the Meritorious Unit Commendation, and the Good Conduct Medal. The Presidential Unit Citation is not shown as an authorized award in Item 24 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214.


Army Regulation 600-8-22 provides, in pertinent part, that the Presidential Unit Citation is awarded for extraordinary heroism in action. A unit must display such gallantry, determination and esprit de corps in accomplishing its mission as would warrant award of the Distinguished Service Cross to an individual.

The above regulation also, in pertinent part, sets forth requirements for award of basic marksmanship qualification badges. The qualification badge is awarded to indicate the degree in which an individual has qualified in a prescribed record course, and an appropriate bar is furnished to denote each weapon with which the individual has qualified. The qualification badges are in three classes: Expert, Sharpshooter, and Marksman.

Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) which shows all unit awards made during the Vietnam War era does not show that the 106th General Hospital was awarded the Presidential Unit Citation.

DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1. Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) does not show that, during the period of time the applicant was assigned to the 106th General Hospital, it was awarded the Presidential Unit Citation; however, it was awarded the Meritorious Unit Commendation which is already shown in Item 24, DD Form 214.

2. The applicant completed a basic rifle marksmanship course, and on 19 June 1968, he qualified as a sharpshooter. Special Orders 172 published by Headquarters, U.S. Army Training Center, Infantry and Fort Lewis (Provisional), dated 21 June 1968 announced award of the Sharpshooter Marksmanship Qualification Badge with Rifle Bar to the applicant. The applicant's marksmanship qualification is not shown on his DD Form 214 and it would be appropriate to amend his DD Form 214 to show it in Item 24 at this time.

3. In view of the foregoing, there is no basis for granting the applicant's request.


DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

NOTE: The Army Review Boards Support Agency, St. Louis, Missouri, will be instructed to administratively amend the applicant's DD Form 214 to show the Sharpshooter Marksmanship Qualification Badge with Rifle Bar in Item 24, DD Form 214.
