2. The applicant requests that he be awarded the Army Superior Unit Award (ASUA).
3. The applicant states, in effect, that he was recently told that his unit was awarded the ASUA and he would like his records corrected to show this award.
4. The applicant's military records show that he entered active duty on 20 January 1983. He completed basic combat training, advanced individual training, and was assigned as a military policeman (MP) with the 1st MP Company at Ft. Riley, Kansas on 7 May 1983. He was reassigned to A Company, in November 1985, and again reassigned for training as a dog handler in January 1986. Upon completion of training he was assigned to Headquarters and Headquarters Company, Miesau Army Depot (MIAD), Germany on 24 April 1986. The highest rank he held was specialist (SP4) (E-4).
5. On 17 July 1987, the applicant was discharged under Army Regulations 635-200, paragraph 14-12b, for a pattern of misconduct, with a general discharge. He had 4 years, 5 months, and 28 days of creditable service with no lost time. His awards and decorations are shown as the Good Conduct Medal, the Army Service Ribbon, the Expert Marksmanship Badge with Rifle, Grenade and Grenade Launcher Bars, and the Marksman Badge with Pistol Bar.
6. A review of the listing of units that received the ASUA shows that 1st MP Company, Ft. Riley, Kansas, received the ASUA for the period of 27 December 1984 through 22 March 1985.
7. Army Regulation 600-8-22 provides, in pertinent part, for award of the Army Superior Unit Award (ASUA). The ASUA, created in February 1985, is awarded for outstanding meritorious performance of a difficult and challenging mission under extraordinary circumstances during peacetime. The criteria for award also requires that the unit display such outstanding devotion and superior performance so as to set it apart and above other units with similar missions, defines peacetime as any period where wartime awards were not authorized in the geographic area in which the mission was executed, precludes award for purely humanitarian operations, and precludes award if the act has been recognized by another unit award.
CONCLUSIONS:
1. Although the requested award was not created or awarded until after the applicant had been reassigned, he had served in the 1st MP Company during the period for which the unit was authorized the award. He is therefore entitled to this award.
2. In view of the foregoing findings and conclusions, correcting the applicant’s records as recommended below will correct an error.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Army Superior Unit Award.
