         I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual. A quorum was present during the further consideration and deliberation. The findings appearing in proceedings dated 20 December 2001 were affirmed. The following additional findings, conclusions, and recommendation were adopted by the Board.

         The Board convened at the call of the Director on the above date to reconsider the conclusions and recommendation appearing in proceedings dated 20 December 2001.

THE BOARD ADDITIONALLY FINDS:

10. On 25 January 2002, the Army Review Board Agency’s Support Division informed the Board that, since the applicant’s lost time was now excused as unavoidable, it increased his active service to over 6 months. Therefore, he would not have been eligible for the chapter 11, entry-level status performance and conduct discharge he received. To properly correct his records, items 24, 25, 26, and 28 of his Certificate of Release or Discharge from Active Duty, DD Form 214, should also have been amended.

11. Army Regulation 635-200, chapter 11 sets the policy and prescribes procedures for separating members who were voluntarily enlisted in the Regular Army, National Guard or Army Reserve, are in an entry level status and, before the date of the initiation of separation action, have completed no more than 180 days of creditable continuous service, and have demonstrated that they are not qualified for retention. Unless the reason for separation requires a specific characterization, a soldier will be awarded an uncharacterized description of service if in an entry-level status. (For Regular Army soldiers, entry-level status is the first 180 days of continuous active duty.)

12. After the Board granted the applicant’s request to excuse his lost time as unavoidable, his total active service came to 11 months and 4 days.

THE BOARD ADDITIONALLY CONCLUDES:

4. At the time of the Board’s 20 December 2001 decision in this case, it was the intent of the Board to make the applicant’s record as administratively correct as possible after granting the relief requested. Since after the correction was made the applicant was credited with over 6 months of active service, it would have been appropriate to also correct his DD Form 214, items 24, 25, 26, and 28 to show his character of service as honorable; the separation authority as Army Regulation 635-200, paragraph 5-3; the separation code as JFF (secretarial authority, Army Regulation 635-200, paragraph 5-3); and the narrative reason for separation as Secretarial Authority, respectively.

5. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.

THE BOARD RECOMMENDS:

That all of the Department of the Army records related to this case be corrected by amending the Board’s recommendation appearing in the proceedings dated 20 December 2001 (docket number AR2001059873) to further amend the applicant’s DD Form 214, items 24, 25, 26, and 28 to show his character of service as honorable; the separation authority as Army Regulation 635-200, paragraph 5-3; the separation code as JFF; and the narrative reason for separation as Secretarial Authority, respectively.
