         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his report of separation (DD Form 214) be corrected to reflect award of the Armed Forces Expeditionary Medal.

3. The applicant states that at the time of his separation from the service the awards that were indicated on his records were omitted from his DD Form 214. He also submits, in support of his claim, copies of his U.S. Army orders to Camp Carroll, Korea, dated 14 March 1967; 13 October 1967; 18 March 1968 and a letter of appreciation dated 1 May 1968 and his “discharge paper.”

4. On 7 June 1965, the applicant was commissioned as a second lieutenant (2LT), in the United States Army Reserve (USAR). He entered active duty on
10 September 1966, and on 21 February 1967, he was transferred to Korea for duty. On 26 March 1968, upon completion of his tour in Korea he returned from overseas and was assigned to Fort Lewis, Washington.

5. On 9 September 1968, he was released from active duty and transferred to the USAR Control Group, (Annual Training).

6. At the time of his discharge his DD Form 214 indicates that he was awarded the National Defense Service Medal.

7. Army Regulation 600-8-22, provides, in pertinent part, that the Armed Forces Expeditionary Medal is authorized for participants in military operations within a specific geographic area during a specified time period. An individual, who was not engaged in actual combat or equally hazardous activity, must have participated in operations or in direct support of operations for 30 consecutive
or 60 nonconsecutive days for qualifying service. Service in Korea between
1 October 1966 through 30 June 1974 is qualifying.

CONCLUSIONS:

1. The applicant is entitled to award of the Armed Forces Expeditionary Medal for his service in Korea from 21 February 1967 through 26 March 1968.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.


RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by adding the Armed Forces Expeditionary Medal to Item 24 on his DD Form
214, issued to him on 9 September 1968.
