      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that the Korea Defense Service Medal (KDSM) and
the Armed Forces Expeditionary Medal (AFEM) be added to his DD Form
214 (Armed Forces of the United States Report of Transfer or Discharge).

2.  The applicant states he served in Korea from March 1966 to October 1967
and is therefore eligible for the KDSM and the AFEM.  They need to be on
his DD Form 214 so he may be issued the medals.

3.  The applicant provides his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 20 August 1965.  He
served in Korea from on or about 4 March 1966 to on or about 2 October
1967.

2.  The applicant was released from active duty on 19 August 1968.  His DD
Form 214 does not show the KDSM or the AFEM.

3.  Army Regulation 600-8-22 (Military Awards) states the Korea Defense
Service Medal is authorized for award to members of the Armed Forces of the
United States who have served on active duty in support of the defense of
the Republic of Korea.  The area of eligibility and period of eligibility
are: (1) the area of eligibility encompasses all land area of the Republic
of Korea and the contiguous water out to 12 nautical miles; and (2) all air
spaces above the land and water area.  The period of eligibility is 28 July
1954 to a date to be determined by the Secretary of Defense.  Service
members must have been assigned, attached, or mobilized to units operating
in the area of eligibility for 30 consecutive or for      60 nonconsecutive
days, or meet certain other criteria.

4.  Army Regulation 600-8-22 states the Armed Forces Expeditionary Medal is
authorized for participants in military operations within a specific
geographic area during a specified time period.  An individual, who was not
engaged in actual combat or equally hazardous activity, must have
participated in operations or in direct support of operations for 30
consecutive or 60 nonconsecutive days.  Designated U. S. military
operations, areas, and dates include service in Korea from 1 October 1966
to 30 June 1974.

DISCUSSION AND CONCLUSIONS:

The applicant meets the eligibility criteria for both the KDSM and the
AFEM.  He should be issued the medal sets for these awards and they should
be added to his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by:

     a.  amending his DD Form 214 to add the Korea Defense Service Medal
and the Armed Forces Expeditionary Medal; and

     b.  issuing to him the medal sets for the Korea Defense Service Medal
and the Armed Forces Expeditionary Medal.
