         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: That his DD Form 214, Certificate of Release or Discharge From Active Duty, be corrected to show that he completed the Motor Transport Operator Course; and that his dates of service be corrected to show that he initially enlisted on 2 August 1970 and was separated on 27 March 1984.

APPLICANT STATES: That he has a certificate showing that he successfully completed the Motor Transport Operator Course. He also claims that he served from 2 August 1970 through 27 March 1984. In support, he provides a copy of his Certificate of Completion for the subject course and a copy of his DD Form 214.

EVIDENCE OF RECORD: The applicant's military records show:

That with no prior service, he enlisted in the Regular Army for 3 years on 2 August 1971. He subsequently reenlisted on 27 December 1972, 22 March 1977, and 26 February 1981. He was separated with an Honorable Discharge on 27 February 1984. His DD Form 214 shows that he had 6 years, 11 months, and 6 days of active service for the period of the DD Form 214, and 5 years, 7 months, and 20 days of prior active service. Total active service was 12 years, 6 months, and 26 days.

The applicant has a Certificate of Completion from The Army Institute for Professional Development (IPD) showing that he completed the Motor Transport Operator Course on 14 May 1981. The IPD is part of The Army Correspondence Course Program.

Army Regulation 635-5, Separation Documents, prescribes the separation documents which are prepared for individuals upon retirement, discharge, or release from active military service. It states, in pertinent part, that only in-service training courses will be listed.

DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1. In order to justify correction of a military record, the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.

2. The Motor Transport Operator Course is a correspondence course offered by The Army Institute for Professional Development. Only in-service are authorized for inclusion on the DD Form 214.

3. The applicant’s military records clearly show that he enlisted for the first time on 2 August 1971, not 2 August 1970. They also show that he separated on 27 February 1984, not 27 March 1984. Although his DD Form 214 covers the period from 22 March 1977 to 27 February 1984, it correctly shows his total active service as being 12 years, 6 months, and 26 days (6 years, 11 months, and 6 days for the period of the DD Form 214, plus 5 years, 7 months, and 20 days of prior service).

4. In view of the foregoing, there is no basis for granting the applicant's request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
