         The Board considered the following evidence:

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that item 12e (Total Prior Inactive Service) of her
DD Form 214 (Certificate of Release or Discharge from Active Duty) dated 30 September 1996, be corrected to show the entry “04 02 06” (4 years,
2 months, and 6 days) instead of the entry “02 07 19” (2 years, 7 months, and
19 days).

3. The applicant states that she was released from active duty on 9 September 1979 and was reactivated on 13 August 1981. Her DD Form 214, dated 9 September 1979, item 18d (Prior Inactive Service) shows the entry “3 0 8”
(3 years, 0 months, and 8 days). She also states that she was transferred to the USAR on 10 September 1979 and continued to serve until 12 August 1981. She
requested verification of her year group from the Military Personnel Center,
which reflected all of her inactive service prior to her reactivation. She concludes, after her verification, that her total prior inactive serve should be “4 years, 2 months, and 6 days.” In support of her application, she submits two DD Forms 214, dated 30 September 1996 and 9 September 1979, and a request for Verification of Year Group, dated 13 March 1984.

4. The applicant’s military records show that she enlisted in the USAR on 7 May 1974. She was ordered to active duty for training (ADT) on 10 May 1974 and was released from ADT on 2 July 1974. She was ordered to active duty (AD) on 6 June 1975 and released from AD on 8 August 1975. She continued to serve in the USAR until she was honorably released on 13 May 1977.

5. She was appointed as a Reserve commissioned officer in the rank of second lieutenant on 14 May 1977. She was ordered to AD on 10 September 1977, and was released from AD on 9 September 1979, and was transferred to a troop program unit (TPU). She was ordered to ADT on 7 January 1981 and was released from ADT on 26 June 1981.

6. The applicant completed 186 days of ADT during the period 10 September 1979 to 12 August 1981. The total time of inactive service calculated during the period 10 September 1979 to 12 August 1981, minus 186 days of AT, is 1 year, 4 months, and 27 days, which becomes prior inactive service.

7. She was ordered to AD in the Regular Army on 13 August 1981. The applicant’s Officer Record Brief (ORB), dated 29 January 1996, shows that she
entered active duty on 13 August 1981.

8. Item 12a (Date Entered AD This Period) of the applicant’s DD Form 214, dated 30 September 1996, shows the entry “81 08 19” (19 August 1981), instead of the entry “81 08 13” (13 August 1981), which is the date the applicant was ordered to AD. Item 12c (Net Active Service This Period) of the applicant’s DD Form 214, dated 30 September 1996, is incorrect.
9. She continued to serve until she was placed on the Army of the United States Retired List on 30 September 1996, in the pay grade of 0-4/major.

10. Item 12d (Prior Inactive Service) of her DD Form 214, dated 9 September 1979, shows the entry “3 0 8” (3 years, 0 months, and 8 days).

11. Item 12e (Total Prior Inactive Service) of her DD Form 214, dated 30 September 1996, shows the entry “02 07 19” (2 years, 7 months, and
19 days).

12. Army Regulation 635-5 governs the preparation of the DD Form 214. It states, in pertinent part, that item 12a (Date Entered AD this Period) will be completed to show the beginning date of the continuous period of AD for issuance of the present DD Form 214, for which a DD Form 214 was not previously issued, item 12c (Net Active Service This Period) will be completed to show the amount of service, computed by subtracting item 12a (Date Entered AD This Period) from 12b (Separation Date This Period), and item 12e (Total Prior Inactive Service) will be completed to show the amount of total prior inactive service, plus the amount of inactive service from previously issued DD Forms 214, less lost time, if any.

CONCLUSIONS:

1. The evidence or record clearly shows that the applicant entered AD in the Regular Army on 13 August 1981 and that item 12a (Date Entered AD This Period) of her DD Form 214, dated 30 September 1996, is incorrect. Therefore, item 12a (Date Entered AD This Period) of her DD Form 214, dated 30 September 1996, should be corrected to show the entry “81 08 13” (13 August 1981) instead of the entry “81 08 19” (19 August 1981).

2. The Board notes that by changing 12a (Date Entered AD This Period) of the applicant’s DD Form 214, dated 30 September 1995, to show 13 August 1981,
her net active service this period is incorrect. Therefore, item 12c (Net Active Service This Period) of her DD Form 214, dated 30 September 1996, should be changed to show the entry “15 01 18” (15 years, 1 month, and 18 days) instead of the entry “15 01 12” (15 years, 1 months, 12 days).

3. The Board notes that item 12e (Total Prior Inactive Service) of the applicant’s DD Form 214, dated 30 September 1996, shows the entry “02 07 19” (2 years,
7 months, and 19 days) which is incorrect. The Board also notes that the applicant completed 186 days of ADT during the period 10 September 1979 to 12 August 1981. The Board further notes that the total prior inactive service during the period 10 September 1979 to 12 August 1981, minus 186 days of AT, is 1 year, 4 months, and 27 days.

4. The applicant’s DD Form 214, dated 9 September 1979, which shows in item 12d (Prior Inactive Service) the entry “3 0 8” (3 years, 0 months, and 8 days) and the applicant’s 1 year, 4 months, and 17 days of prior inactive service during the period 10 September 1979 to 12 August 1981, are combined for a total of
4 years, 5 months, and 5 days of total prior inactive service. Therefore, item
12e (Total Prior Inactive Service) of the applicant’s DD Form 214, dated 30 September 1996, which shows the entry “02 07 19” (2 years 7 months, and
19 days) should be corrected to show the entry “04 05 05” (4 years, 5 months, and 5 days).

5. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case for the individual concerned be corrected:

a. by showing in item 12a (Date Entered AD This Period) of the applicant’s DD Form 214, dated 30 September 1996, the entry “81 08 13”;

b. by showing in item 12c (Net Active Service This Period) of the applicant’s DD Form 214, dated 30 September 1996, the entry “15 01 18”; and

c. by showing in item 12e (Total Prior Inactive Service) of the applicant’s DD Form 214, dated 30 September 1996, the entry “04 05 05.”
