PROCEEDINGS

         IN THE CASE OF:

         BOARD DATE: 11 December 2001
         DOCKET NUMBER: AR2001061200

I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual.

Mr. Carl W. S. Chun Director
Ms. Wanda L. Waller Analyst

The following members, a quorum, were present:

Ms. Karol A. Kennedy Chairperson
Mr. Ronald E. Blakely Member
Mr. Thomas E. O’Shaughnessy Member

The applicant and counsel if any, did not appear before the Board.

The Board considered the following evidence:

Exhibit A - Application for correction of military
records
Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.

2. The applicant requests correction of his discharge document to show award of the Aircraft Crew Member Badge.

3. The applicant states, in effect, that he served as a crew chief on flight status and he did not receive his wings (correctly known as the Aircraft Crew Member Badge). In support of his application, he submits a copy of his DD Form 214 (Report of Transfer or Discharge); and pages 1 and 3 of his DA Form
20 (Enlisted Qualification Record).

4. The applicant’s military records show that he enlisted on 21 July 1971 for airborne training. He successfully completed basic and advanced individual training (AIT) and was transferred to Germany for duty as an aircraft maintenance apprentice. He served in military occupational specialty (MOS) 67A (aircraft maintenance apprentice) and MOS 67Y (helicopter repairman) in Germany from 21 December 1971 through 18 January 1973. On 20 January 1973, the applicant was honorably discharged under the provisions of Army Regulation 635-200, due to unfulfilled enlistment commitment.

5. The applicant’s DD Form 214 does not show the Aircraft Crew Member Badge as an authorized award.

6. The applicant’s records show that upon successful completion of AIT he was awarded MOS 67A (aircraft maintenance apprentice) effective 26 November 1971.

7. Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, that the Aircraft Crew Member Badge may be permanently awarded for successful completion of formal AIT in career management field 67 MOS’s.

CONCLUSIONS:

1. Evidence of record shows the applicant successfully completed AIT and was awarded MOS 67A (aircraft maintenance apprentice). Therefore, the applicant is entitled to correction of his DD Form 214 to show award of the Aircraft Crew Member Badge.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Aircraft Crew Member Badge.
