         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his Army Service Number be corrected.

3. The applicant states that the service number on his DD Form 214, (Report of Transfer or Discharge) is incorrect (the third and fourth digits are 98 and should be 89). He lists both the correct and the incorrect numbers on his application; however, he submits no documentation in support of his request.

4. The applicant’s military records show that he enlisted in the Regular Army on 2 October 1968 and was discharged on 17 November 1971. The service number assigned on his DD Form 4, Enlistment Contract show the third and fourth digits as 89. His DA Form 20, Enlisted Qualification Record, contains a service number with the same two digits of 89. Various other documents in his military record, as well as his original DD Form 214 and a reissued DD Form 214, reflect his service number incorrectly with the third and fourth digits as 98.

CONCLUSIONS:

1. After reviewing the applicants complete personnel record, it appears that his service number was incorrectly entered on his DD Form 214 with the third and fourth digits as 98. The two digits in question should be shown as 89. Regrettably, the applicant himself propagated the error by not verifying the correctness of the data on the original DD Form 214, when he signed it at the time of discharge.

2. It should be noted also that at the time of the applicant’s entry into the service the military services were undergoing a transition period during which the social security number were used as identification numbers instead of service numbers. The social security number now identifies all Army personnel records. Nonetheless, the service number shown on his DD Forms 214 is in error and should be corrected.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by:

a. showing that the third and fourth digits of the service number of the individual concerned are 89; and



b. issuing a correction to his DD Form 214 reflecting the correct service number.
