2. The applicant requests that he be considered for promotion to Chief Warrant Officer 3 (CW3) in the Reserve by a Special Selection Board (SSB).
3. The applicant states that he, an aviation Chief Warrant Officer 2 (CW2), was released from active duty and transferred to the U. S. Army Reserve (USAR) Control Group (Reinforcement), Individual Ready Reserve (IRR), on 1 March 2001, and was not considered for promotion to CW3 by a Reserve Promotion Selection Board that convened on 23 April 2001.
4. The applicant’s military records show that he is currently an aviation CW2 Reserve warrant officer with a date of rank of 17 September 1994. After 7 years,
6 months, and 2 days Regular Army enlisted service and 8 years, 4 months, and 7 days active duty Reserve warrant officer service, he was honorably released from active duty on 1 March 2001 and transferred to the USAR Control Group (Reinforcement), IRR.
5. The 2001 Reserve Mandatory Warrant Officer Promotion Consideration
Board convened on 23 April 2001 and adjourned on 11 May 2001. According
to Army Regulation 135-155 (Army National Guard and USAR Promotion of Commissioned Officers and Warrant Officers other than General Officers), to be eligible for consideration for mandatory promotion to CW3 in the IRR, a CW2 must have 6 years service as a CW2.
CONCLUSIONS:
1. With over 6 years service as a CW2, the applicant was eligible for consideration for promotion to CW3 by the 2001 Reserve Mandatory Warrant Officer Promotion Consideration Board which convened on 23 April 2001. He was released from active duty and transferred to the USAR IRR on 1 March 2001. There was insufficient time for the applicant’s files to be transferred and placed before the promotion board. He should be considered for promotion to CW3 by an SSB under the 2001 Reserve Mandatory Warrant Officer Promotion Consideration Board criteria.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected for the individual concerned by a SSB considering him for promotion to CW3 under the 2001 Reserve Mandatory Warrant Officer Promotion Consideration Board criteria.
